Project/ Issue Relates To: ❑X Council Goals/Priorities EAdopted Master Plan(s) ❑Not Applicable EXECUTIVE SUMMARY Urban Development+ Partners (UDP) is seeking the LORA Board's (Board) endorsement of the attached conceptual design plans for the North Anchor project(Conceptual Design) in order to make formal application for the City's land use review by the end of May, all with a goal of breaking ground in early 2022. The project architect, Hacker Architects (Hacker), has proposed a unique blend of traditional architecture styles for the hotel and mixed-use residential components infused with a modern twist, resulting in a timeless,yet contextually responsive design consistent with the vision of the downtown. Taken as a whole and with consideration of the requirements and goals of the different plans and codes that govern development in the downtown,the proposal is consistent with that direction, and staff recommends endorsement of the Conceptual Design. The Board will be asked to approve the final 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.ci.oswego.or.us Page 2 Conceptual Design as part of the Disposition and Development Agreement(DDA) scheduled to be completed in the summer. DISCUSSION: The Board is being asked to endorse the preliminary Conceptual Design (Attachment 1) at this time to allow the North Anchor project to stay on the schedule established by UDP and previously shared with the Board. The schedule includes beginning the formal land use review process in May, having a signed DDA with the Conceptual Design as an attachment to the document by summer, and breaking ground on the project by early next year. UDP and the design team have been very busy meeting with stakeholders and refining the Conceptual Design. Below is a summary of tasks completed since the last Board meeting in March: • Weekly design meetings with Hacker, Mosaic and UDP • The Len Company was selected as the hotel concept design partner • Interviewed hotel interiors partners (anticipate selection by early May) • Signed a hotel management agreement term sheet with Mosaic Hotel Group • Met several times with representatives from the First Addition/Forest Hills Neighborhood Association to review the hotel design • Held a pre-application conference on April 8 with the City Planning Dept. and the First Addition/Forest Hills Neighborhood Association • Completed schematic plans for both hotel and mixed-use components, and commenced a construction pricing update with R&H Construction,the project general contractor. Hacker, an award-winning local firm, is leading the design effort for both the boutique hotel and mixed- use project. The mixed-use building design is inspired by the Oregon Rustic style, while the hotel takes cues from the Arts and Crafts style. Both designs combine elements of these signature-building styles with a forward-thinking modern spin resulting in unique designs that will create a signature set of buildings that will help create that "North Anchor" presence. The designs look outside of the box for inspiration but respect the design requirements embodied in the Downtown Redevelopment Design District Code, are contextually responsive to the downtown village character feel of the Urban Design Plan and looks to enhance the downtown vibrancy and support economic vitality outlined in the East End Redevelopment Plan. The design team will present the Conceptual Design in more detail at the meeting, but in summary, these two buildings create the cornerstones for the North Anchor Project. Both buildings provide for articulated and inviting corner entries that visually expand into the curb extensions at the street intersection. Additionally,the use of iconic downtown streetscape elements such as brick, basalt, decorative street lights, street trees, seating areas and art all help reinforce the 1st Street and B Avenue intersection as a key part of the downtown fabric and a destination area. Combined with anticipated ground floor uses such as the bar and restaurant at the hotel corner, and retail uses at the adjacent corner,this design will create a lively and active streetscape that will complement the "South Anchor" developments (Lake View Village, Windward and the Millennium Plaza Park). The design intent and development of the buildings is further described below by Hacker. Boutique Hotel 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.ci.oswego.or.us Page 3 The hotel project seeks to both complement and contrast with the multifamily project across First Street for a cohesive and vibrant North Anchor, with a focus on a pleasant and dynamic pedestrian experience. With the high amount of public use given to the restaurant and guest rooms,the design is intended to be extroverted but also inviting.The contrast with the multifamily project also creates the vitality called for the Urban Design Plan (2.15) by making a variety of experiences in the city. The design for the hotel draws on inspiration from nature and the Arts and Crafts (A&C) style, as required by the Code (50.11.001 Appendix A.1).The design sees a direct link to the A&C style of English architect Charles Voysey and Wade Pipes of Portland,who often designed buildings that that tended to be light in color with a monolithic material from the ground plane to the roof, often clad in stucco.A&C buildings reference steeply pitched roof forms, prominent chimneys, asymmetrical composition and casement sash windows, and are surrounded by lush landscaping and heavy stone site walls and planters. A&C designs turned away from classical references and towards nature, natural materials and craftsmanship.Arches are also a feature of the A&C style, used to mark entries. The hotel design focuses attention at the corner,the main entry of the building, and the part of the building most visible looking up the hill on both B and 1st.We distinguish this corner with sweeping asymmetrical roof lines in keeping with A&C style and Mt Hood,visible to the east. In keeping with the A&C style, we are concentrating the detail and visual interest on the windows and entries. As many examples of A&C style buildings do, we are making the entry a special moment by adding grand welcoming arches.The arches are asymmetrical themselves, with broad faceted surfaces that emphasize the thickness of the wall and create a play of light and shadow throughout the day.The arches take inspiration not only from many examples of A&C architecture, but also from the beveled surfaces of the local Rogers Park Blast Furnace arches, as well as ice caves in the glaciers of Mt Hood.The windows and balconies above will be divided into multiple panes of glass and we plan to introduce wood window surrounds,jamb extensions and soffits to bring warmth and natural color to all of the openings day and night.The balconies are subtracted from the mass of the building, creating a background element to the primary mountain form. Finally,to create a warm and intimate hotel lobby experience, we plan to introduce a fireplace that becomes a prominent chimney on the south façade, another asymmetrical aspect of the mountain form. Mixed-Use Residentialf/Commerciall The mixed-use residential[/commercial] component will be comprised of two buildings separated by the public alley with ground floor retail.There will be 69 market-rate apartment units, approximately 108 parking spaces(68 off-street in parking structure, 23 off-street stacker parking system spaces in the east building, 17 on-street spaces), and approximately 6,000 sf of retail space. Both buildings are proposed to be generally four stories, except that the north part of the "west" building (Parcel B) is proposed to have a fifth story. This fifth story will require a variance. The proposed design is informed by a modern interpretation of the Oregon Rustic Style combined with an analysis of the surrounding architecture of the district. The resulting design is an elegant, pedestrian-oriented mixed-use building which authentically reflects the urban and architectural patterns of the district and upholds the goals and guidelines in a fresh and creative approach. 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.ci.oswego.or.us Page 4 We recognize that a connection to nature has always been core to the residents of Lake Oswego. This can be seen in the industrial use of water, lumber, and iron—but even today, Lake Oswego continues to draw new residents looking for an immediate connection to natural recreation, a walkable downtown, and a sense of community. The pioneering spirit, pursuit of authenticity, and reverence for nature, community, and family possessed by the authors of the Oregon Rustic Style also reflect the modern-day character of Lake Oswego. Our modern design reflects this through timeless approaches to shaping and activating the pedestrian realm, and an architecture which connects to light, air, and view. This interpreted Lake Oswego style is reflected through an authentic expression of plan and structure; a terracing massing which responds to the topography; a roofline playfully articulated by'urban A-frame' residences; and building materials using nature-inspired colors and textures. The two multifamily[/commercial] buildings employ an 'H-Shape' or'Garden Court' building shape, which effectively breaks down the massing width and creates more corner units with exceptional access to light, air, and a sense of openness. Both buildings use a consistent design language, but have an opposite massing orientation—allowing each to respond to different pedestrian conditions, and breaking down the length of repetitive facade along B Ave. Simplified massing presents dramatic gabled facades of stained vertical wood siding at the ends, with gentler side facades clad with vertical fiber cement siding and articulated by 8-foot-wide balconies. At the top, unique 'urban A-frame' residences activate and articulate the roofline with oversized private terraces and breaks in the ridgeline. A consistent ground-floor treatment of storefront, basalt and iron-inspired masonry, and planters and site walls anchor the pedestrian walkways along all public frontages. In a dramatic architectural gesture at the street corners of 1st and B Ave, and at B Ave and State- large outdoor retail plazas anchor the corners and provide public areas for all-year-round outdoor seating and gathering. Along B Ave. and State,the ground-floor height varies from 14'to 21', providing a scale and proportion consistent with other developments in the district. Between corner entries, recessed storefront windows provide informal integrated benches stepping down the site. As noted above,the request is to endorse the preliminary Conceptual Design at this time as the Board will have the opportunity to approve the final Conceptual Design as part of the approval of the DDA if it is generally consistent with the preliminary Conceptual Design being endorsed at this time. The DDA will establish standards for LORA's review that includes: • Meeting the Lake Oswego Urban Design Plan objectives; • Creating a quality, upscale, pedestrian-friendly development that responds to the neighborhood in scale and character; • Conforming with the purpose and requirements of the East End Redevelopment Plan; • Complementing adjacent buildings in design and materials; • Using sustainable building design and techniques as much as commercially feasibly possible; • Demonstrating environmental sustainability and using high quality materials in the building and site design and construction ; 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.ci.oswego.or.us Page 5 • Meeting the objectives of retail vibrancy, mix of uses, design excellence, community support, return on public investment, and creating an "anchor" presence at the north end of the First Street retail corridor, as set forth in the LORA Request for Developer Proposals, dated November 13, 2019; and • Meeting applicable State and City codes and standards, including but not limited to the development standards of the Lake Oswego Community Development Code. The design of the North Anchor Project was developed with the above purpose,goals, objectives and requirements in mind and taken as a whole achieves the overall vision for the project and downtown area.
