Approved Minutes - 2016-10-17Cal I V9912 ELI :l 41911vd/ tele] Sustainability Advisory Board Minutes October 17, 2016 Call to Order / Roll Call Chair Eliot Metzger called the October 17, 2016 meeting of the Sustainability Advisory Board (SAB) to order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Richard Canaday, Eliot Metzger, Lisa Adatto, Paul Soper, Stephanie Glazer, Bob Sack, Ashley Hall, Karthik Sreedhar, Councilor Joe Buck Members Excused/Absent Sharon Lumbantobing (excused), Sarah Hussion (excused) Staff: Jenny Slepian, Sustainability and Management Fellow; Kevin McCaleb, Water Conservation Specialist Public: None Announcements from Board and Staff Lisa Adatto passed around the latest draft of the Iron Mountain Park Plan. She also reminded the Board that volunteers are needed for the Sustainable Homes Tour on the 29th. The Eco Film Festival went well, with about 140 people attending, 15 of which viewed all four films. Jenny Slepian updated the Board on the Materials Management Grant the City is applying for from DEQ to fund additional outreach and education on residential composting. The Board briefly discussed ideas on how the composting video should be done and the best way to reach residents. Approval of Minutes The Board unanimously approved the September 19, 2016 meeting minutes. Public Comment None. Regular Business A. Review Agenda Chair Eliot Metzger reviewed the meeting agenda. B. City Council Update/City Council Goals Update Councilor Buck gave the City Council update, reminding the Board that there was one City Council meeting left before the election. The Council will be looking at the three ballot measures (repeal of marijuana ban, advisory vote on fiber, amendment to city charter to place election signs in each precinct). At the last meeting, the Council approved the time, place, and manner restrictions for marijuana facilities. The Council study session focused on east end development project priorities for an urban renewal district. A citizen group worked a consultant on ideas. The group looked at improvements to State Street, pedestrian and parking improvements around the North Anchor area, making First Street a "festival street", and improving transit along Fourth Street. Councilor Buck added that the Tourism Advisory Board will start meeting soon and members have been appointed. The Council also adopted some code modifications with regard to the Southwest Employment Area. A stormwater rehab project along D Avenue is starting, which will serve as a pilot project for other stormwater projects. Eliot asked if there was the potential for eco -tourism with the new Tourism Advisory Board, particularly in the form of sister city partnerships with eco -friendly cities. Councilor Buck said that is something they can look into. C. Water Conservation Programs Kevin McCaleb updated the Board on City water conservation programs and services that are available to citizens. The City has given out water conserving equipment to many single family residences, resulting in about 30 CCF in savings per home per year. Homes using rain sensors are saving between 9- 12% on water per year. Audits are the longest term conservation effort. Low flow toilets are useful, but are tied to user behavior whereas audits allow for education. Water usage behavior has changed significantly in LO since 2008. Kevin added that water levels in the Clackamas River have been critically low over the past two years, and it is something that we have to keep an eye on. Kevin recommended becoming familiar with the following: • Automatic Meter Reading- saves a lot of money and staff time Rate structures- current model is based on consuming. Looking at a different model, such as a flat rate system, then charging based on consumption. Alternative water sources- greywater, rainwater harvesting, etc. Tryon Creek WTP has water they would give the city as reclaimed water to be used in Parks and landscaping. Stephanie suggested changing the messaging to tell a more positive story that people can understand. Tell people why a new water plant is an investment, and saving water decreases need for a new plant. • City Irrigation System Audits- City doesn't build efficient irrigation systems. Need to start auditing city irrigation systems to see what is working normally. Kevin finished by reminding the board that he has open office hours from 3pm on Thursdays. D. Summarizing 2016 Programs The Board went around the room to update their progress on 2016 goals: • Paul and Bob met with owner of the Rebuilding Center. • Stephanie looked up and sent out info about emissions from lawn equipment. Looked into trade in program for newer lawn equipment • Karthik to work with Eliot on water stuff, Ashley to email Richard on school gardens • Bob still working on bike lanes • Richard wants to look at how do we get people to spend money on capital projects with positive environmental outcomes • Eliot went to first school board meeting E. Look Ahead to 2017 Jenny gave a quick update on what may be possible for SAB in 2017. The design process for the new Police station will be starting at the beginning of the new year. Possibility of a climate action plan, as well as possible update of Sustainability Action Plan for City Operations with greenhouse gas emissions City of Lake Oswego Sustainability Advisory Board Minutes Page 2 of 3 October 19, 2016 reporting. Involvement with emergency preparedness, participation in CERT. All of the easy "low hanging fruit" has been accomplished, so the Board needs to think a little harder about what can be achieved.
