Narrative* The Condolea Emergency Response Team(CERT) in our condominium community, Condolea, is submitting a grant proposal to the 2020-2021 Lake Oswego Neighborhood Enhancement Program. We are a 10-acre, 56 building owner-occupied condominium community located at the intersection of SW McNary Parkway and Monroe Parkway. Our HOA of approximately 120 residents is a 55+and older community members. Some have mobility or other health issues. We have had an active CERT since 2018. Most recently we have expanded our work to emphasize individual residents' preparation for a minor or major'event,'with"The Big One"as an example.We are also recruiting additional residents to take L.O. CERT training.We have surveyed our residents for skill sets and tools(i.e. medical expertise, pickaxe/chainsaw).We also have an internal communications system with walkie-talkies and we practice quarterly to ensure protocols are maintained. To educate our residents we have assembled, in 2020,what we call'The Red Book'.We distribute The Red Book to every resident(it remains with the unit)and ensure new residents confirm receipt and review it when they move to Condolea.This book includes information from many sources for individual preparedness, but mostly a highlight-reel from Prep LO publications(i.e. how to turn off water/gas(and when not to),dealing with pets).At our monthly Board meetings,we give a progress report on our work and offer a safety and preparedness tip to our residents through monthly newsletters—we also plan on having community meetings once COVID-19 warnings are rescinded. Despite our efforts of preparedness,we remain concerned with access to emergency services during an event, especially since our CERT graduates were told our forested hillside location would make us isolated and difficult to receive help. Recently, our Board of Directors approved some funds to purchase equipment and medical supplies.This effort is led by residents who have graduated the Lake Oswego Community Emergency Response Team (CERT)classes. Along our way to greater preparedness we wanted to find an expert who would critique our ideas for equipment and medical supplies before we solidified our list; our search led us to David Kainoa of the Lake Forest neighborhood and Prep LO. David generously met with us, introducing our CERT grads to a water filtering system we would not have found otherwise and communication radios which can be tuned to a nearby fire station. In reading the online Neighborhood Enhancement Program we see the neighboring Oswego Summit community applied for a grant in 2019.We believe our Condolea Condominiums is leveraging best practices of other condo-complexes in Lake Oswego, mirroring in some ways the preparations these communities are engaged in. Our Board of Directors supports our committee's submission of the Neighborhood Enhancement Program grant request. Total Grant Request : -$3609 Storage Location: Our community cache of equipment and medical supplies will be housed in locked general equipment sheds (our HOA expense) in the center of our property, providing best access given a possible collapse of our residences. Section 3: Criteria 1. This project will provide benefit to our residents during a minor or major event. Medical supplies, water, and a shelter for triage will be available, staffed by Community Emergency Response Team (CERT) graduates as well by neighbors trained to give immediate first aid care. 2. Responsibility for completing the coordination of purchasing supplies and organizing the delivery of any first aid class is that of the Condolea CERT Committee, Ron Smith, Lead. 4. No request for physical improvements. 5. This project requires no ongoing maintenance. 6. This project is not in support of any annual expenses. 7. This project funds the shared resources of a community water filtration system, a central triage shelter, and medical supplies for use by CERT trained residents, those who have medical experience for an event affecting our residents. 8. This project is not to fund a social event. 9. Yes, this project can be completed by June 2021. 10. Our community has not requested, been awarded, nor previously completed a NEP grant project. 11/12. We do not have a matching funds source, although our Board supports our work with a one-time capital expenditure for 2020 and some for 2021 for the purchase of some additional equipment and supplies, excluding anything provided by NEP funding. Addendum to Condolea Condominium NEP Grant Proposal We appreciate the opportunity to add this information. • The Condolea Responsible Managing Individual -TEAM CAPTRAIN/LEAD (RMI), regarding the management of our emergency supplies, is Ron Smith. In addition, 7 members of our CERT Committee will also have access. 5 members are Community Emergency Response Team (CERT) graduates. The other 2 are signed up for the next sessions, when they are available. We will also encourage others to take the CERT class. • We will develop an agreement to be signed by our emergency key stakeholders, ensuring when any of us leave the community their key access to the storage area is surrendered. Another safety measure is to re-key the lock when our group changes. • The RMI and all CERT graduates will inspect the supplies in the spring of each year as part of our annual property walkthrough. • In our regular monthly meetings and via our community email newsletter our residents will be notified of the emergency supplies and other emergency information, for example the Prep LO website. (https://sites.google.com/site/evergreenneighborhood/) The site is difficult to manage-it takes multiple steps to make the simplest edits. Google has informed the Association that it is ending support of the platform currently hosting our website. The association would like to upgrade our website to better serve our community. Our current list of neighborhood contacts is approximately 300 households, and we believe that with an interactive website,we can increase participation. We have located a web designer willing to build a design and framework that would allow the association to self manage the website. The new website will be more attractive and user friendly due to the features in a more advanced website platform.The ability to identify and access content will be much easier for residents.The new website will also be more compatible for use with smartphones. The content from the existing website will be restored in the new website. Narrative* 1)This project will benefit all of the citizens in the Evergreen Neighborhood by improving the association's ability to communicate important community information, provide a forum for discussion, share board activities, etc.The Evergreen Neighborhood Association Board offered unanimous support for a new website. 2)The project committee includes co-chairs Tom Newton and Diane Grover as well as board members Elisha Joyce and David Hawley. Both Tom and Elisha have website experience. ENA held its annual membership meeting on October 13.The website grant proposal was discussed and the members voted unanimously in favor of the upgrade proposal. 3)Once the grant is approved the website designer will immediately begin construction of the new site. FHNA has been working in conjunction with the city of Lake Oswego to create safe pedestrian walking paths to school routes in our neighborhood.The city has approved funding for an asphalt path from Boones Ferry Rd to Goodall Rd and this project is expected to be completed by the city in July 2022.The city has also completed a path through Leslie Lane that will connect to Goodall/Hazel Rd.We have also worked with the city on a project to they are undertaking to create pedestrian path signage.The project we are undertaking under this application will further contribute to pedestrian safety for the neighborhood.The project entails creating a boxed staircase down the hillside at the back entrance to Lake Oswego High School. Such staircase would be made by creating steps made of pressurized wood and crushed rock.The path we are designating for improvement is currently barren dirt with relatively difficult navigation on the drop down to the school. For safety reasons,the LOSD facilities department has tried to maintain a caution tape barrier due to the precarious navigation of this path created by student traffic,which is not maintained. In our 2018 survey of our residents including 133 households, two important neighborhood characteristics were deemed of high importance—preserving neighborhood character and safe walking paths. The FHNA in conjunction with the Planning Commission passed through by unanimous vote of the LO City Council our down zoning proposal. Our next body of work has centered on improving walking paths with a particular focus on safe passage to schools. The FHNA Board identified 3 significant sections of dangerous walking paths in our community: 1. Boonesferry Road from LOHS to Mountain Park Shopping Center 2. Goodall Road north of Hazel 3. Knaus Road near the upper portion of the third 90-degree turn The first two areas are directly related to safe walking paths to and from LOHS (and LOJ) as school age children may constitute both pedestrians and drivers. This small grants project is focused on improving the trail head along a safe, wooded and paved pathway from LOHS to the quiet cul-de-sac on Thoma Road. This path along with the soon to be completed Knaus sidewalk from Boonesferry to Goodall and the recently completed sidewalk and crosswalk on Boonesferry will allow students safe passage to/from Mountain Park retail establishments like Starbucks, DMV, Little Big Burger, Quench (smoothies) and New Seasons. Most importantly, this will allow pedestrians a safe alternative from walking along either the curvey, high-speed Boonesferry Road or down the dangerous north section of Goodall Road. FHNA is working in close collaboration with both LOHS/LOSD and LO City leaders on these projects. We are in direct communication with LO City Engineer Erica Rooney and her staff to ensure proper signage is placed in key areas consistent with city standards to raise the awareness and directional orientation of the pedestrian path. FHNA is also working directly with school leaders including LOSD Board member John Wallin, LOHS Principal Rollin Dickinson and LOSD Director of Facility Operation Brent Paul. In addition, Oregon State Senator and prior LOSD Board Member and FHNA member Rob Wagner as well as Councilor John LaMotte have been involved in the project development. For well over a decade, traffic on Northshore Road has been a high concern for Lakewood residents.Traffic speed, parking and sharing the road with nonmotorized vehicles has been a concern.There have been multiple meetings with traffic engineers and presentations at neighborhood meetings.Through the addition of a second neighborhood sign,we will remind everyone that uses the roadway that this is a very active residential street and not a thoroughfare.The sign will make an important contribution to the safety issues which will be further addressed in the next two years when the City upgrades the street with paving, speed bump improvements and other amenities.The neighborhood association strongly supports the sign project.An NEP grant sub- committee met to review and evaluate a list of suggested projects from neighbors.With the time constraints for implementation this fiscal year,we decided to focus on this simple project. The public-owned frontage along the north side of Parkview from Bunick east to the Montessori School at Carman Drive, and from Bunick west to the west side of the Open Space, has always been maintained by The Meadows Homeowners Association.This began in about 1990 when The Meadows was first developed,even though none of our homeowner's properties front Parkview.The cost to The Meadows Homeowners Association to maintain this park strip is in excess of$10,000 per year including landscape maintenance, irrigation water, irrigation system repairs and tree trimming.We take pride in the looks of this park strip as it enhances the entire Westlake Area. The irrigation system is now over 30 years old and is a constant maintenance issue.This year we have begun to have leaks in the main line serving the area west of Bunick.This main supply line was placed near the center of the park strip and the trees planted right next to the supply line.The tree roots have surrounded the supply line and are now beginning to cause leaks,with the most current leak being right under the root ball of one of the mature trees.The only way to repair the leak is to cut out the main tree roots or take down the tree to access the irrigation line.This problem is going to be ongoing as the trees cause more of the same kind of leak.
