SUSTAINABILITY ADVISORY BOARD
Vision of a Sustainable Lake Oswego
A sustainable Lake Oswego is a community that meets the vital human needs of the present without
compromising our ability to meet future needs. This requires consideration of both long-term and short-
term effects on ecological, economic, and community systems. Operating sustainably means that we are
leaving a legacy for the community of Lake Oswego and the planet.
A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a
vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural
environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are
enriched by a wide range of choices in transportation, housing, recreation, and culture. Our
infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged.
SAB Mission & Duties
The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of-
life sustainability of our community.
The Sustainability Advisory Board shall:
a. Advise and assist the City Council in efforts to make City operations more sustainable. The
Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City’s
Sustainability Plan.
b. Assist in the development of plans and policies to enhance the sustainability of the City as a
whole.
c. Educate and engage the public in efforts to make the community of Lake Oswego, including
residents, businesses, and institutions, more sustainable.
SAB Meeting Ground Rules
We have agreed to abide by these ground rules to increase our meeting effectiveness.
1. Participate – everyone share “airtime”
2. Speak for yourself – use “I” language
3. Seek clarity:
– ask clarifying questions
– paraphrase what you hear others say
– check out your hunches
4. Be respectful:
– be on time
– come prepared
– turn off phones, pagers, and other devices

December 13, 2021
Call to Order / Roll Call
Kathleen Wiens called the December 13, 2021 meeting of the Sustainability Advisory Board (SAB) to
order at 6:30 p.m. over Zoom.
Members Present: Buzz Chandler, Stephanie Glazer, Jay Hamachek, Susan Mead,
Mark Puhlman, Matt Schaeffer, Anna Wallin, Kathleen Wiens,
Kara Orvieto, Councilor Verdick
Members Excused/Absent: Olivia Reinhart, Kim Roeland

Announcements from Board and Staff
Matt noted that there is a NextDoor community in LO focused on EVs. Might be a good group to engage
with. Buzz shared that there are conversations happening on NextDoor between condo owners who
want to install EV chargers and were getting pushback from owners’ associations, but this should be
allowed by state law.
Amanda thanked Kara and Stephanie for taking the time to participate in the meeting on sustainability
for the new Recreation and Aquatics Center project and share feedback for the Parks project team. The
project team is taking feedback into account to consider what additional sustainability features can be
incorporated into the project. The City’s community survey is now available online and all LO residents
are encouraged to participate. The Boards and Commissions Summit will be taking place on January 13
from 6 – 8 pm.
Kathleen noted two additional opportunities to submit feedback to the City: Middle Housing Survey, and
2022 City Council goals inputs. On December 16, Multnomah County will be considering a resolution on
transitioning away from gas powered leaf blowers; this is an opportunity to send in written testimony or
participate in public comment. More information can be found on Quiet Clean PDX’s website.
Approval of Minutes
November meeting minutes were approved.
Public Comment
Rick Cook shared that the Stafford Hamlet is having a meeting on Tuesday, 12/14 which will include a
discussion with Mayor Buck and Mayors of Tualatin and West Linn about the three cities’ climate action
plans and regional collaboration.

Regular Business
Prior to taking up the rest of the agenda, the Board introduced a motion to adopt a procedural rule
allowing SAB alternates ad hoc, non-voting rights. Buzz put forth the motion, Stephanie seconded, and
motion passed unanimously.
A. Review Agenda
Amanda reviewed the meeting agenda.
B. City Council Update
Councilor Verdick encouraged members to fill out the community survey – it’s really important
information for City Council and staff to have.
C. SAB 2022 Goal Setting – Wrap Up
Amanda shared a brief presentation on the City’s diversity, equity, and inclusion (DEI) goals and values
and provided some guiding questions for SAB to consider DEI in the context of their work and their 2022
goals.
Jay reflected on equity in the context of GPLE work – regulations banning GPLE are likely to create
disproportionate financial burden for smaller, minority-owned landscaping businesses. We should pull
contractors into the conversation more to better understand impacts and solutions (like a rebate
program).
Stephanie walked though the draft 2022 goals memo. Group members suggested edits and additions
under each of the goals, including to more explicitly incorporate DEI into goals and strategies, but did
not recommend any changes to the overall list of 6 goals established at the November meeting.
Stephanie will incorporate those edits and any additional feedback members have over the next few
days to finalize the memo by the end of this week.
Wrap Up & Adjournment
The January meeting will take place on January 24, since January 17 is MLK Day.
Kathleen Wiens adjourned the meeting at 8:30 p.m.
