Sustainability Advisory Board Minutes
January 24, 2022
Call to Order / Roll Call
Kathleen Wiens called the January 24, 2022 meeting of the Sustainability Advisory Board (SAB) to order
at 6:30 p.m. over Zoom.
Members Present: Buzz Chandler, Stephanie Glazer, Jay Hamachek, Susan Mead,
Mark Puhlman, Matt Schaeffer, Kathleen Wiens, Kara Orvieto,
Kim Roeland, Councilor Nguyen

Announcements from Board and Staff
Buzz shared that Jenny Slepian was appointed to the Governor’s Truth in Labeling Task Force which will
be helping to implement aspects of the State Plastic Pollution and Recycling Modernization Act.
Amanda shared a summary of the January 13 Boards and Commissions Summit. Several SAB members
attended. There were common themes across the annual goals of different advisory bodies, including:
accessibility for people with disabilities; equitable, inclusive, responsive public services; emergency
preparedness and climate resiliency; natural resources and tree protection; housing; inclusive
community engagement. Board members were interested in learning more about what other groups
were working on, and opportunities for more collaboration across boards. Stephanie offered that SAB
could share a brief paragraph update after their meetings to the chairs of other groups for information
sharing. One area for collaboration could be on grant applications; boards can provide letters of support
to reinforce each others’ initiatives.
Stephanie noted that she will be terming out this year, and Kathleen’s co-chair term is also expiring in
June, so there will be opportunities for members to step up as new SAB co-chairs.
Approval of Minutes
December meeting minutes were approved.
Public Comment
Duke Castle, Lake Oswego Sustainability Network:
• LOSN supports SAB’s annual goals; Duke offered LOSN’s support, if there are ways they can
assist as SAB works on their goals. He noted that SAB’s work in the past has been underfunded,
and encouraged SAB to engage with the Budget Committee on getting more funding for the
work. Electric lawn equipment could be one area for potential infrastructure bill funding.
• LOSN is tracking the Reach Code bill that will be introduced in the upcoming legislative session
and would love to see City Council support. The bill would give cities the option to require
greater energy efficiency in new buildings in their jurisdictions by adopting the Reach Code.

Regular Business
This was Councilor Nguyen’s first meeting as SAB’s Council liaison so the meeting began with
introductions.
A. Review Agenda
Amanda reviewed the meeting agenda.
B. City Council Update
Councilor Nguyen provided an update on topics City Council has taken up in recent meetings, including:
• Martin Luther King Jr. Day Proclamation
• Technical code amendments to maintain compliance with FEMA’s National Flood Management
Insurance Program
• Study session on impacts of recent Charter amendments relating to parks
• Updates on the City’s ARPA funding allocations
• Electing Councilor John Wendland as the Council President for 2022
• Study session on Raseekh Park project, where there was lots of enthusiasm for and against the
inclusion of a skate park. Councilor Nguyen was encouraged to see a lot of young people coming
to testify and share their thoughts with Council.
Council also worked on sending a message to ODOT on the I-205 tolling project, along with West Linn
and other communities along the highway 43 corridor, concerned about unintended impacts on those
communities from traffic if people take alternate routes to avoid the tolled section of I205
The community survey results showed we have a lot to be proud of – LO residents say this is a great
place to raise a family, for the schools, and community, respondents also had a lot of praise for the level
of customer service from City staff and quality of services.
City Council will be working, with City Manager Bennett, on developing annual City Council goals during
retreat on Feb 12. They achieved 16 out of 18 of their goals from 2021.
C. Project Updates (incl. Earth Day Event)
Earth Day - Susan and Kara are leading a steering committee to organize the event, including
representatives from LOSD, LOSN and OLWC, meeting biweekly. Date and venue are still TBC, but
envisioning an outdoor resource fair and targeting April 23 at Lakeridge Middle School. Amanda will be
working on an Earth Day Proclamation for City Council on April 19.
Electric Vehicles – The SAB – LOSN team working on EV charging for multifamily buildings is meeting on
Tuesday, 1/25. Amanda shared that the City was not selected for a PGE Drive Change Fund grant this
year, however PGE provided the City with helpful feedback on the proposal for an electric bus for the
ACC and may reapply this spring or next year.
Wastewater Treatment Plant – Amanda will send link to video about AquaNereda technology and
information about upcoming community information session about the project on Feb. 3.
D. 2022 Work Planning
SAB discussed a schedule of topics for their monthly meetings, based on their 2022 goals. Stephanie
outlined topics and potential guest speakers in a spreadsheet, summarized below.
