adjacent to private properties where ongoing maintenance is the responsibility of
property owners within the HOA.Though the City has allowed for some exceptions to
this rule for privately-owned properties that are highly-visible from public land, NEP
grant criteria generally do not allow funding to be used for projects unless they are
located on public (or public-facing) property where improvements would clearly
provide a benefit to the greater community. (Staff notes that Award Committee
members did not consider this location to be "public-facing".)
• Not fund annual expenses of the organization (funds may be used to initiate an ongoing
program or fill a temporary funding gap, but should not be used to support ongoing or
annual expenses).As mentioned above, property owners within the Black Forest HOA
have an ongoing maintenance responsibility for the services requested in the grant
application. Because we would consider the requested landscape maintenance, stump
removal, and signage to be ongoing expenses of the HOA, these services are not eligible
for NEP grant funding.
• Be completed and expenses incurred through June 30, 2022, the end of the grant cycle.
Given that ivy or invasive removal projects necessarily must last for more than the one-
year timeframe of the NEP grant cycle in order to fully eradicate the invasive
vegetation,the City has not used NEP grants to fund these types of projects in recent
years. Award Committee members noted that a number of Neighborhood Associations
request and receive NEP funding for other invasive removal project ideas that do fall
within the scope of the NEP criteria—for instance,this year the City awarded the
Glenmorrie NA with NEP grant funding for refreshments for their annual ivy pull and
neighborhood cleanup event. Award Committee members felt that it would not be fair
to allow NEP funding to be used for a single invasive removal project of this type unless
the criteria are changed for all applications.

Some Award Committee members expressed concern that the applicant did not demonstrate
support through a letter from the Bryant Neighborhood Association (NA) or reach out to City
staff to review their project idea. While this is required for all NEP applications, staff notes that
the omission of these materials was not the rationale for disapproving the project. (In previous
instances where projects meet the NEP criteria but do not include a letter of support,the letter
of support was simply made a condition of project approval.)

*Considering the volume of emergency preparedness-related NEP applications received in
recent years, as well as the growing need for communities to work together to respond to
natural disasters and other emergency situations, the award committee recommends that long-
term planning for emergency preparedness become a requirement for emergency
preparedness-related applications in future grant cycles. The committee further suggests that
neighborhood-level emergency planning efforts be centrally coordinated and consistent in
format, with additional guidance to be developed in advance of the 2022-2023 NEP grant cycle.
3. First Addition Emergency $1,816 $638 Partial funding. subiect to conditions.This request for materials to support neighborhood

"NEP Team Captain Equipment Agreement".

included on the Team Captain Supply List be updated to include the additional materials granted
to FAN-FH for the 2021-2022 NEP grant cycle.

and approved by appropriate City staff contacts in the Engineering and Public Works
Departments.
The award committee notes that the application materials did not include a specific location for
the location of the proposed signage, and that it was unclear whether the individuals who
expressed support for the idea had viewed the finalized design of the proposed signage and
signpost.The committee recommends full funding of the proposal, subject to the following
conditions:
• A site plan with the location of the plaque is coordinated with and approved by the
property owner; and
• The final text, graphics, and overall design of the signage and signpost receive written
approval from the property owner as well as the adjacent Waluga and Lake Forest NAs.
8. Meadows Sidewalk repair $4,500 $0 No funding.The proposed sidewalk repair within various areas of the Meadows Homeowners
Homeowners Association does not meet several NEP project criteria, including that the project must be

already provides support for the Meals on Wheels program through the Adult Community
Center (ACC).The committee recommends that any concerns regarding inadequate funding or
service provision be addressed through communication and coordination with the ACC.
