I am writing today to request to testify at the LU 22-0002 hearing taking place August 15 at 7pm. I am in flavor of the project however I have a few concerns.They are as follows: 1. Safety 2. Need for an Improved Parking Plan on my street, Banyan Lane, Lake Oswego OR 97034 3. Increase Walkability of my neighborhood 4. Maintenance the lawn area outside of the golf area fences. All these issues are tied together.The safety issues can be solved by an improved parking plan and maintenance by the Parks and Recreation Department. Putting in bike paths could improve safety and increase the walkability score. The nuts and bolts. 1. Safety— A. Parking Fig 7 B. Walkers Fig 5 C. Berries Fig6 With the increase services,their will be increase foot and car traffic on Banyan Lane. My street is short. We have 4 houses on the street-to help you understand just how short it's a quarter, (1/4) of a lap of a running track (typical %of a mile in length). We already have problems with student parking from Lake Ridge high school. On school days it is difficult for school buses,trash trucks,fire trucks, and other wide vehicles to drive on our street. Over the years that I have lived here,there has been a steady increase in cars parking on our street. We also have problem with people who get lost. I call these people zoomies,they drive as fast as the can down the street to slam on their brakes at the end of the street. People enjoy walking on our street. I would like people to continue walking on our street. I mention all of these things because all of them present a safety hazard. Just as the Parks and Recreation Department sprayed the blackberries to kill some of them without notifying the neighborhood or posting signs for the walkers' by. Yes, people have been eating the blackberries. Please post a sign. Just as the people who ate the barriers may get sick. We are setting ourselves up a potentially dangerous situation by increasing foot and car traffic without addressing the car traffic. Solutions A. These problems can address by allowing parking on the homes side of the street and no parking on the golf side of the street. B. Putting in a sidewalk or a path on the golf side of the street. C. Providing extra parking at Palisades Elementary and putting in the path from Marjorie and Koawood corner to the elementary school that was proposed when this neighborhood was built. Fig 1 and Fig 2. D. Increase parking at Lake Ridge High School. 2. Need for an Improved Parking Plan as explained above is the most important and urgent need. 3. Increase Walkability—the Walkable Score Banyan Lane is 35, car dependent Fig 3. For comparison,the walkability for the Lake Oswego Court House is 93,Walker's Paradise Fig 4. I would love some of the that "Walker Paradise". I would enjoy riding my bike or walking to the store without having to walk or bike a lot of switchbacks or walk around the entire high school. While the golf course is currently closed, people and wildlife are enjoying walking across the golf course. Solution A. There is a proposal to putting a gravel path from the corner of Banyan and Fernwood. I proposed to make the path a bike path. Fig 8 B. Add a path at the bottom of the golf course extending to Safford. Fig 9 C. Add the path to the elementary school that was proposed when this neighborhood was built. Fig 1 and Fig 2. D. Add transit stop to new facility. E. Add a path to the proposed skate park. 4. Maintenance of the fringe areas of the Golf Course, Recreation and Aquatics Center. A nice manicure landscape designed has been made for the front of the golf course and new Recreation and Aquatics Center but the neighborhood sides of the center have not been considered. The blackberries are overgrown and growing into the street, scratching vehicles, and taking away road way access and driving area. Solution A. Cut, maintain via cutting the grass preventing blackberry growth. B. Plant blackberry competing plant to prevent blackberry growth C. Put in a sidewalk or path for people to walk on and prevent black berry growth. These are my concerns and potential solutions. I would like to note that I have spoken to Johanna Hastay, Evan Frances, Bruce Power about my concerns. I have also been referred to the Police dept, Fire Dept., City Engineer, neighborhood Association and many more. I am a novice at public hearing and development. It would be nice to have one person to help coordinate a response to my issues instead of getting the nicest "run around" experience that I have had.
