Chair Heape called the online meeting to order at approximately 6:00 p.m. via Zoom. 3

Members present were Chair Rob Heape, Vice Chair Christian Papé and Commissioners Rex 6
Buchanan, Helen Leek, Don Phillips, Miles Rigby and Philip Stewart. Council Liaison Jackie 7
Manz was also present. 8

Attorney; and Iris McCaleb, Administrative Assistant. 11

3. COUNCIL UPDATE 13
Councilor Manz provided an update on upcoming Council activity. 14

5. COMMISSION FOR CITIZEN INVOLVEMENT 19
The following announcements were made: 20
• The Palisades Neighborhood Association held their annual general meeting on Thursday, 21
April 21, 2022. 22
• The First Addition Neighbors-Forest Hills Neighborhood Association general membership 23
meeting was scheduled via Zoom for Thursday, May 12, 2022. 24

Vice Chair Papé moved to approve the Minutes of March 28, 2022, as written. Commissioner 28
Leek seconded the motion and it passed 7:0. 29

7. FINDINGS, CONCLUSIONS AND ORDER 31
7.1 Community Development Code Amendments Related to Middle Housing (LU 22-0007) 32
On April 11, 2022, the Commission made a tentative decision to recommend Council approval 33
of the proposed amendments to comply with the middle housing requirements of House Bill 34
2001. The Commission directed staff to return with draft Findings, Conclusions and Order that 35
includes additional language addressing neighborhood association recommended changes to 36
the covered front porch standards in the R-6 zone. Staff coordinator was Erik Olson, Senior 37
Planner. 38

Mr. Olson noted a typographical error on page 8, line 4 of the draft Findings, Conclusions and 1
Order. He indicated that the reference to OAR 660-046-0220(4)(b) should be OAR 660-046-2
0220(4)(e). Mr. Siegel advised this correction would be made in the final version. 3

The Commission discussed further limiting cottage clusters to one cluster, or eight cottages, per 5
lot. They stated that this change would help to ensure as much consistency as possible between 6
future cottage cluster development and existing neighborhood character and density, while still 7
complying with state requirements under Division 46. They also indicated that having more than 8
one cluster on a lot could impact the sense of community within cottage cluster developments. 9

Commissioner Leek moved to limit cottage clusters to one cluster per legal lot. Vice Chair Papé 11
seconded the motion and it passed 7:0. 12

Commissioner Rigby moved to amend the tentative recommendation and direct staff to revise the 14
Findings, Conclusions and Order limiting cottage clusters to one cluster per legal lot and return on 15
Monday, May 9th. Commissioner Leek seconded the motion and it passed 7:0. 16

Mr. Siegel reviewed the schedule. The next Planning Commission meeting on May 9 will be 22
held online via Zoom. 23

There being no further business, Chair Heape adjourned the meeting at 6:45 p.m. 26
