1. CALL TO ORDER 2
Chair Leek called the meeting to order at approximately 6:30 p.m. This was a remote meeting 3
held via Zoom. 4

Members present were Chair Helen Leek, Vice Chair Phillip Stewart, and Commissioners 7
Robert Heape, Don Mitchell, Diana Moreno, Don Phillips, and Miles Rigby. Council Liaison 8
Jackie Manz was not present. 9

Staff present were: Scot Siegel, Community Development Director; Erik Olson, Long Range 11
Planning Manager; Iris McCaleb, Administrative Assistant and Cristina Siquina Calderon, 12
Administrative Support. Evan Boone, City Attorney Pro-Tem was excused. 13

Chair Leek announced that a Mountain Park Neighborhood Association meeting was 22
scheduled for Wednesday, November 16, 2022. 23

Vice Chair Stewart moved to approve the Minutes of October 10, 2022 and October 25, 2022 28
as written. Commissioner Moreno seconded the motion and it passed 7:0. 29

7. WORK SESSIONS 31
7.1 Palisades Neighborhood Association (PNA) Overlay – Work Session #2 (PP 21-0005) 32
The Planning Commission reviewed a draft work plan and analyzed a tentative study area 33
proposed by a Subcommittee of the PNA for an Overlay District within a portion of the 34
Palisades neighborhood. Erik Olson, Long Range Planning Manager. 35
Action Items: 36
Staff to generate additional maps with various data overlays for further substantiation, 37
including a map that depicts both the ‘year built’ and ‘distance between buildings’ data 38

sets, as well as a map that depicts ‘year built’ along with the ‘percent maximum floor area 1
constructed’ data. 2
PNA Subcommittee to review Covenants, Conditions, and Restrictions (CC&Rs) for lots in 3
the tentative study area to determine whether middle housing would be allowed. 4
Staff and PNA Subcommittee to add the area north of Sunnyhill to the study area 5
boundary. 6
Staff and PNA Subcommittee to refine the southern edge of the study area boundary to 7
include both sides of the street, instead of just one side of the street, in areas where the 8
neighborhood character is consistent with the rest of the study area. 9
PNA Subcommittee to develop a rationale for why certain areas are not proposed to be 10
included in the overlay. 11
Staff to work with Home Builders Association (HBA) and PNA Subcommittee to tighten up 12
project schedule, where possible. 13
Pace of Project – Staff to consider adding language that can quickly add other areas of the 14
neighborhood to the overlay without holding up the project. 15
