I recognize the importance of a new water treatment facility. But it is equally
important to provide consideration to Lannie's business and ensure that you don't
force him out of business. Surely there is an equitable solution for the relocation of
his business. Lannie has been our maintenance man for the past twenty years and to
simply push him aside is not the right thing to do.
Don't let this become a major issue with the city.

My name is Bill Erickson and writing you in regards to the proposed wastewater treatment plant you
will be voting on this coming December 6, 2022
I have owned Erickson's Automotive at 101 Foothill Road, one of the properties the city wants to
acquire. Erickson's Automotive has been serving the citizens of Lake Oswego at this location since
April of 1989. I have an active customer base of over 1300 clients with several 3 generation families,
most with Lake Oswego Zip Codes.
Myself, my family, my employees and their families will all be severely impacted in a negative way by
eminent domain taking of our property.
To this point we have not received any assistance in locating property I can move my business to either
from the city or from Universal Field Services, the relocation specialist the city contracted to help in
relocation. In a previous discussion concerning this with Anthony Hooper I was told the city could re-
zone property for us but now states there is nothing available and if there was it would take too long to
re zone a property, even though this project has been in the works since the fall of 2018.
I am a born & raised LO native and have invested my whole life here serving Lake Oswego residents.
I have invested the majority of my retirement savings into purchasing the property at 101 Foothills Rd
to insure I would have secure location for my automotive business. It appears that the value of my
success automotive service business will be taken away with what I assume will be little or no
compensation for the loss of my business.
Maybe retrofitting the old plant will be a less expensive option for the city and far less destructive for
all the affected businesses and their families.
I am happy to discuss this further with any council members in person or on the phone.

It is my understanding that the city intends to exercise their right of eminent domain in the
next 18 months to take over the propety currently owned by Lannie's Marine and Eriksons
Automotive.. I have personally used Lannie's services since moving to Lake oswego in 2001
and, and like many lake residents have come to rely on him for his reliable and
competent service while other boat repair companies have come and gone. He is a figurehead
in lake O., viewed by all as both a friend and a necessity.
I urge you to do what is right for these business owners by insuring them of an acceptable
altetrnative location for their businesses while providing them with fair compensation for all
inconvenience and moving expenses.

this after your recent council meeting to discuss moving their businesses due to extensive
business travel.
I have used Lannie for several years to service my boat, and am a huge proponent of helping
local businesses survive in this age of digital commerce, huge box stores, and government
imminent domain issues. I'm not opposed to the city doing what they have to do in order to
help the greater good, as a 12-year Lake Oswego resident I understand your job. I'm only
asking to be fair to two entrepreneurs that have poured their life into their businesses and to
treat them fairly. As a taxpayer in LO, and a businessman with our home office based in
Portland (we operate 204 radio stations in 44 markets across the country), I make my living by
working mainly with locally owned, and in my opinion, they are the heartbeat of our country
and commerce, plus make Lake Oswego the great community it is.
If I can ever help the city in any way with the vehicle of our 7 radio stations, I'm prepared to
do so, but this is simply a request to play fair with these two, very good local operators.

Arbor Pro Tree Experts has been a Lake Oswego based tree service business for over 20years. The largest portion of our customer base is here with hundreds of residential andcommercial clients including Lake Oswego school district, City of Lake Oswego and LakeOswego Parks and Rec.
In addition to all of our regular tree services and Arboricultural consulting we provide quickresponse emergency tree services to local customers, the city, the school district and othernearby clients like hospitals and universities. Our current location is key in providing thesequick response emergency services and continue to service our Lake Oswego and nearbyclients.
Because of the pending Lake Oswego water treatment plant relocation project, we havebeen looking for properties to house our business of 15 employees in the event that a finaldecision was made by the city on this project. We have been looking for both lease andpurchase options.
This project has been talked about for many years, but we did not want to make the painfuland expensive move unless it was 100% confirmed that the project was going to happen. We have heard recently that this is still not confirmed yet.
In recent years the availability of industrial zoned land for lease or sale has become moredifficult to find and the costs have increased dramatically. From when we 1st startedlooking lease costs and purchase costs have doubled and interest rates have also gone up. In the past year we have not been able to find a single property that would suit our needs.This is a very scary situation for us.
These increased costs could be devastating to our business. In addition, if we cannot findan industrial zoned nearby location this could also cause very serious business problemsand increase costs of operation.
The landowners and tenants like ourselves affected by this all face very serious problemswith the potential of being forced out and having to relocate their businesses. For us andlikely the others this is likely to dramatically affect our livelihoods, the ability of ourbusiness to survive, employee retention, etc.
Our greatest hope and as I’m told by the landowners is that we could stay and continuebusiness here as we have for decades.
If this project continues to be final and break ground, we ask that the city and its affiliateshelp with cost and relocation so we can continue to run our business and be successful inthe coming years.

possibility of being forced off their land. I have been a client of Erickson's since
moving to the area in 2000 and I greatly value the service they provide. I have no
interest in finding another mechanic for my cars and I am saddened that they risk the
loss of their business.
I understand you have a job to do as well and that the updates to the water treatment
plant may be necessary. But, put yourself in their place. Would you want to be
forced out of something you worked hard to earn? Do you want to preside over and
be partly responsible for one of our valued Lake Oswego citizens being forced to sell

I have lived in Lake Oswego since 1975 and now live on the Blue Heron Canal. I am
one of many boat owners who use Oswego Lake. No doubt I am also one of many
boat owners who know little to nothing about keeping a boat running and repairing it
when needed. That’s where Lannie comes in.
Lannie has been maintaining boats on the Lake for so long that he is as much an
institution as the swim park and Jantzen Island. Many assume that Lannie is the
person you call when your boat has a problem. They wouldn’t be far off because
there aren’t many you can call to repair a boat on the Lake. And none of them are
more knowledgeable or as fair as Lannie.
I understand that Lannie’s business sits on property the City needs. On the other
hand, many citizens of Lake Oswego need Lannie’s business. I am hopeful that a
compromise can be reached such that Lannie’s Marine can continue to serve citizens
of Lake Oswego. Please do your best.

Terrace Drive. 6 years ago we were deciding between a home on Eilers Road and the one we live in
now. Part of our search included finding someone we trusted to service our 1951 Chris Craft boat.
We love this boat. We asked our realtor who we should speak to, and he recommended Lannies
Marine. We had tried several firms all around Oregon, none of them knew how to keep old engines
running well. Lannie knew.
Lannie keeps many of the boats on this lake running, serviced and happy. He is part of what makes
this city so amazing to us. He is dedicated to excellence.
His knowledge is unique. He is not replaceable.
As the CEO of Finity, I know that often the needs of the many, outweigh the needs of the few.
The wastewater treatment plant is in critical need of expansion. I understand that progress
requires sacrifice. I also know that excellence is rare, and that the soul of the lake depends on
people like Lannie and Bill.
We would like to ask that you do everything in your power to help Lannie’s Marine company
find a new home. Please compensate Lannie and his partner Bill generously so they can
continue to serve this city, lake and state. We cannot turn our backs on the people who provide

My name is Dennis Odman. I recently received an email from Lannie Instenes, owner and operator
of Lannie’s Marine, relating to the City of Lake Oswego’s pending plan to obtain ownership of his real
property where he has operated his business for over 30 years. Although we now live in West Linn,
my wife (Sharon Odman) and I lived in Lake Oswego for over 20 years. Sharon taught in the Lake
Oswego School District until she retired. Both of our children graduated from Lakeridge High School
and now have children of their own, attending both Lakeridge and Lake Oswego. Our son, Matt,
who served as Lakeridge Student Body President, graduated in 1994. Our daughter’s son, Jackson
Darcy, served as Student Body President at Lakeridge this past school year. We are long-time
members of Lake Grove Presbyterian Church. As you can imagine, we have many friends in Lake
Oswego, both old and new, and feel that we remain a part of the Lake Oswego community.
I have been a customer of Lannie’s for many years and have depended on him to tend and service
boats we have owned. The loss of his business will be felt, not just by us, but by hundreds (if not
thousands) of loyal customers he has served over the years. I understand and support the City’s
need to obtain additional property to effectively serve all of its citizens. And I suspect you have
heard from Lanny himself and others explaining the history of his ownership of the property, so I will
not repeat it here.
The purpose of this email is to encourage you to proceed with fairness and sensitivity in the steps
you take to obtain Lannie’s property, whether it be through negotiation of the purchase price and
terms, or the use of Eminent Domain. I would hope that at all times you will deal on the principal of
not ,“What is the best deal the City can get,” but rather, “What is the best and fairest deal for both
parties.”
While the land itself is extremely valuable, moving his business will be expensive and customers will
be lost. From what I understand, Lannie has always relied on the value of this property to fund his
well-deserved retirement. I encourage you to remember that Lannie is a long-time, respected, and
valued member of the community, and deserves to be treated accordingly.

Dear Mayor, Deputy City Manager and City Council Members:
As a Lake Easement president, I am often asked by members who they should go to for boat
repair and maintenance in the area. My answer is always the same; Lannie’s Marine. It is a
boat repair facility you can trust; a rare commodity in this day and age. Lannie has unique
mechanical skills that are difficult to find, as few of the younger generation are interested in
hands on boat repair. To my knowledge, Lannie’s Marine is the only shop skilled at working
on older generation boats.
For many years, Lannie’s Marine has been an essential component of the Lake Oswego
boating recreation community. Lannie’s also repairs Lake Corp’s patrol boats and is presently
rebuilding one of their engines now. These patrol boats are needed to maintain order and keep
our residents safe in the lake.
Lannie’s shop location with close access to the lake has been a great benefit to many who pull
their boats off the lake in the fall, have it winterized at Lannie’s, and haul it home for the
winter storage months. For many lakefront homeowners who have boat houses on the lake,
few have a boat trailer storage area on their property and Lannie’s provides a local boat trailer
storage area at their shop. This allows the trailers to be stored in a confined area and not
parked unsafely on the side of the public roadway.
For myself and many on the lake, it will be a sad day when Lannie is not available to run over
and check out why our boats won’t start the day before the Fourth of July weekend. With
boats they just seem to know the most inopportune time to quit running. Whenever I was in a
squeeze Lannie was always available to work something out. I hope the City of Lake Oswego
compensates Lannie fairly. As a long time business owner in Lake Oswego, that is the least he
deserves.

Good morning Lake Oswego City Council, Mr. Mayor and Deputy City Manager,
Joe, we haven't had the pleasure of meeting yet, but I'm actually one of your neighbors over on
Mellon Ave in the Lake Grove community. I love our community, as I'm sure you do. We
both decided to settle our families here for many reasons - of course it's beautiful, it's in a great
location that provides easy access to just about anywhere you would want to go, the schools
are great, the list goes on..
Opening this up to the broader audience, why have you all decided to serve the public in the
form of government jobs? My assumption would be to uphold the strong sense of community
felt throughout the city, and above all preserve and improve the lives of community members,
but you are the only ones who can answer that.
As a proud member of the Lake Oswego community, I was shocked to hear the news about the
city's dealings with Erickson Automotive. Erickson has been a staple of Lake Oswego for a
long long LONG time. This may sound corny, but good, honest mechanics are hard to come
by. This is especially true considering how integral cars are to our lives: getting to work,
taking kids to school, going to a restaurant downtown for a special occasion, road trips, etc.
Mechanics, like doctors and dentists, are one of the few businesses that are absolutely essential
to anyone who does not live under a rock. For most of my life, going to the mechanic was a
hassle, and Erickson makes it a pleasure.
Not only are Bill and his team 'good,' they are extraordinary. This is especially impressive
given the high volume of business they do - it typically takes several weeks to get an
appointment at Erickson, and for good reason. You will never encounter a team that is more
thorough and honest, all while displaying an ear-to-ear smile on their face.
If you're looking for exemplary business owners, Bill should be at the top of your list because
few businesses are run like Erickson's Automotive. Seriously, if you do not get your car
serviced with Erickson, I recommend you give it a spin and this will prove to be true.
This all to say, I am very disappointed in the City of Lake Oswego threatening to use Eminent
Domain to pull the rug out from under one of the cornerstones of our city, rather than treat
Erickson's team with the dignity they're deserving. I hate to sound overdramatic, but the idea
that you are even considering this approach is truly sickening. My hope is that you will
leverage your resources to help Erickson relocate and compensate them for the inconvenience
you're causing, as well as the land that you are considering taking!
Sorry for the essay, but I hope that this helps provide further context for the situation at hand. I
hope that you will reconsider your current approach and will work closely with Bill and his
team to find a mutually agreeable solution so that Erickson can continue to provide the top tier
service that they have for many years.

My wife and I have lived in Lake Oswego and raised our Family here for nearly 30 years. Over that time, Lake
Oswego has changed tremendously, some good and some not so good. I’ve always appreciated the local city
government here, and felt they’ve represented the residence well and tried to do the right things for the city, even if I
disagreed with their final decision.
Many great business’s that my family enjoyed and visited have disappeared. Some are replaced, some relocate and
many have just disappeared.
It has come to my attention that the city is considering zoning changes that will push several local business out of
business. I’ve been doing business with Lannies Marine for nearly 20 years and have recommended them to many
friends and residences over that time. They offer services that no one else offers in the city and surrounding areas. I
don’t know a single person who has EVER had a bad thing to say about Lannies Marine and everyone I know who’s
used them is very grateful for the services they provide. Their business is one that will not easily be replaced and if
the event your zoning changes cause them to go out of business or to have to relocate where they won’t be able to
provide the same services to Lake Oswego residences, I think you‘ll find that the negative impact will be felt by
many local and long time residences.
I’m asking each of you to take this into consideration, and in the event your decision negatively impacts their
business, that you fairly and adequately compensate them.
Lannies Marine has made Lake Oswego a better place for a long time and they need to be respected in this process.

I am writing to share my concerns about the proposed new sewage treatment plant.
While it is obvious that the new plant will benefit the people of Lake Oswego, I think that
careful consideration should also be given to the businesses that will be forced to relocate
and the land owners that will be forced to sell their property in order to provide the land
needed for the new plant.
The location on Foothills Road is rare jewel for the businesses that operate there. There is
no another location within Lake Oswego or the surrounding areas that provides the proper
zoning and space and reasonable rent that our business could relocate to. The businesses on
Foothills Road have been established for a long period of time, have built up a large local customer
base and will either be put out of business when forced to relocate or will experience extreme
hardship while trying to restart their business elsewhere.
The owners of the properties know the value of the land and zoning and are confident that the
property could be kept prosperous for a long period of time. We are now extremely concerned
that the City will “take” our property without adequate compensation for the current worth and
without regard for the loss of potential income and an established livelihood. We have operated
our business in Lake Oswego for over 40 years and had finally found the best location possible.
There is no place else for us to go if we are forced to move.
I am asking the City Council to please give careful and fair consideration to the businesses and land
owners if (or when) it comes time to allocate funds to compensate them for their loss of their
business
or their land. I am asking the City Council to look beyond an assessed or comparative value and to
also
take into consideration the value of the location, the established customer base and the hardships
that
will be imposed when being forced to move or sell.
I am also asking that careful consideration be given to the amount of time each business will have to
vacate the property if a decision is made to go forward with the project. The businesses had been

put on “hold” for many years, waiting for a decision from the City. We had to operate and go
forward
with our business as usual. It would be an extreme hardship for us to have to move prior to June of
2023.

I am writing after hearing about the City's wish to relocate Lannie's Marine and Erickson's

and I are clients of Lannie's Marine which provides an invaluable service to us and many of
the homeowners in Lake Oswego that own boats used on the Lake and the Willamette River.
Not only does Lannie's Marine prepare the boats for cold weather by winterizing the boats but
they then do the opposite in preparing boats for the Summer season. They service boats
throughout the Summer to ensure safe operation and provide storage for boats over the Winter
for those that don't have boat houses. All of those critical services are made more available
and at a reasonable price by the fact that they are located conveniently to those customers that
they serve.
As you consider how to best accommodate the expansion of the wastewater treatment plant, it
is our hope that you will treat Lannie's Marine and Ericksons Auto in a fair and equitable
manner. Their current location is not only a premium business location because of
proximity to their clientele, but has also represented a significant part of each of their family's
financial net worth. Ideally they could keep their current location. If it is decided that the 101
Foothills Rd. location the only option for the City to expand the wastewater plant, it is
imperative that their land is valued accurately and fairly and a good alternate location found,
otherwise it would not only negatively impact their current livelihoods but also hurt the
possibility of a comfortable retirement for each of them.

My name is John W Bowles III, I was born & raised in Lake Oswego in 1957 . From Our Lady of the
Lake to graduating from LO High in 1975. Had my Real Estate office in LO as well as my fishing guide
business until moving to the coast in 1991
I have known both Lannie & Bill since the early 70’s consider both friends & have been a customer of
each of their businesses every since. Both are stand up people and also grew up in one of the best
places in Oregon, Lake Oswego.
I also know Lannie’s Dad who served as a LO police officer for a very long time, 20 + years I believe.
Both working side by side with the Lake Corporation for decades as well.
The City of Oswego should be ashamed to do anything but pay these property owners what the
property is actually worth not take as they see fit in Eminent Domain with payment of compensation
that is usually anything BUT just.
Residence of Lake Oswego have always had the Golden Rule attitude in helping others and most all
aspects of Life.
The City should as well show this to everyone they can and do the RIGHT thing with these property
owners.
I assume trading equal size parcels of land on the current sewer plant location ( after the land is
repaired ) for the businesses to relocate has been discussed ? After all the have spent their entire
lives cultivating LO customers. Or is that land just WAY to valuable for the City to look at that
option.
The City should pay up to people that have spent their whole life Promoting the City that they and
many of us Love

According to recent news stories, the proposed new sewage treatment
plant will occupy ground currently owned and operated by several Lake
Oswego businesses, including Erickson's Automotive. I assume that the
need for a new sewage treatment plant is clear, and obviously the laws
of gravity dictate that it must occupy a low elevation site. However, I
think that it is essential that the city find a way to accomplish this
needed upgrade in a way that keeps these valued businesses in our city
and is economically fair to them.
I have been a resident of Lake Oswego for over 35 years and have been a
customer of Erickson's Automotive for many of those years. Bill Erickson
is the sort of local business person that any city should be proud to
have--someone providing a needed service with honest, hard work and a
friendly, neighborly manner. We can't be a true community if we don't
keep our Bill Ericksons. And we can't be a complete community if we
don't keep a decent mix of light industrial and service businesses.
Those businesses are an important and needed convenience for their
customers and an essential part of the glue that keeps us together as a
community. If we become a town that has only restaurants and shops
(however nice those are) we will be just another neighborhood in the
metro area...not a city, not a community.
So I urge our city council to find a way to accomplish the construction
of the new treatment plant while still finding room in our community to
retain the valued businesses that have been part of our city for years.
In part, this is simply a question of fairness--a duty we owe to all of
our residents and business people. But it is also a question of
preserving the fabric of our community--a duty we owe to ourselves and
to the future.

We are concerned about the City of Lake Oswego’s plan to relocate, or use Eminent Domain, to
acquire the property where Lannie’s Marine is currently located.
There is, or can be, property available nearby but the city will have to pay a reasonable price for
an existing Foothills property owner to sell their property.
The city has big plans for all properties in the Foothills area and our guess is that a marine repair
and/or an automotive repair business does not fit the city’s future development plans.
Eminent Domain is an option and one that the City of Lake Oswego has used, but the city has in
the past refused to pay fair market value including compensation for loss of future income.
If the city uses Eminent Domain it will leave Lannie’s Marine with only one option: hiring an
expert Land Use attorney which will further drive up the cost of the property (using taxpayer
dollars).
The City of Lake Oswego will eventually obtain the Lannie’s Marine property one way or the
other but your fiduciary responsibility as council members is to keep the cost down.
Keeping the cost of the acquisition down is not accomplished by forcing the property owner to
accept a below market price but is done by negotiating a financial arrangement that leaves the
property owner adequately compensated.
As council members you can keep the costs down by not dragging out this negotiation for 3 or 4
years.
If it takes several years to reach a deal with the property owner, litigation costs will soar as your
attorneys fight back and forth with the property owner’s attorneys.
Each year that you fail to make a deal with the property owner, the cost to the city and
ultimately to the taxpayer will escalate rapidly.
Your obligation is to find a suitable nearby property, pay the price with today’s dollars, and
relocate Lannie’s Marine.
Or,
If you choose Eminent Domain, prepare for a long, protracted and very expensive legal fight with
all the negative media hype that will go along with it.

I am able to walk or ride my bike when I take my Jeep in or pick it up. It is so convenient because I do not have to
ask someone to give me a ride.
These businessmen have been a true asset to our community! I remember how much pride Bill had when he told me
he was buying this property. I was so happy for him.
Please do not take away their livelihood and dreams, and make it much more difficult to get my Jeep serviced.

I am writing to you today to express my concerns about the upcoming new
sewage treatment plant land acquisitions.
I am a co-owner of 101 Foothills Rd., one of the key parcels of land the city is
looking to acquire. I have been operating my business Lannie’s Marine for
over 45 years, over 30 of which have been from this location. This area of
Lake Oswego is the only area zoned for such an operation. There is literally
no other place in the city or anywhere within miles I can run a marine repair
shop.
Acquisition of this property would literally put Lannie’s Marine out of business
if the city of Lake Oswego can not find me a suitable place to move.
Beginning in the fall of 2018 I was contacted about the city researching the
possibilities of building a much needed new sewage plant. After a series of
attorney assisted meetings an agreement had been achieved. But then
nothing happened. Over the past 4 years the uncertainty for the future of
Lannie’s Marine has made business planning extremely difficult and
worrisome.
As you come to the final decisions of this project, please consider total
compensation for the land and the loss of a 45 year old business that has
continuously supported the City of Lake Oswego residents.

I’m writing to express my support for the continued successful operation of Erickson’s
Automotive shop on Foothills Road. I understand there has been discussion about the future of
Erickson’s Automotive, because of the need for an improved wastewater treatment plant.
I’ve lived in Lake Oswego since 2007 and have always appreciated the city’s care that we
have safe drinking water and our environment is protected.
And…I drive a car.
Please allow me to introduce myself: I’m Laura Handke, Lake Oswego’s Transformational
Voice® Teacher. Driver of – get this – only four cars at the age of 58. The first was a Pinto
station wagon in college that leaked oil like crazy; it was yellow and I called it a “lemon.” The
second was a gently used gray Chevy Citation that took me to Arizona after I graduated from
South Dakota State University and came with me to Oregon when I moved here in 1990.
Then, my utter favorite, a brand new 1993 Eagle Talon that I drove until it couldn’t be driven
anymore. Finally, a 2002 Mercury Sable that I purchased in 2010, and am still driving to this
day.
When I needed a new automotive shop for regular maintenance of my long-running vehicle, I
reached out for recommendations on the on-line community site, Next Door. I received
something like 23 responses, and 95% of them were for Erickson’s Automotive. To me,
finding a trusty auto mechanic is almost as elusive as the proverbial needle in the haystack.
This shop is the only place I have ever 100% trusted. The service is wonderful, estimates
accurate. There’s no saying “it will cost this” and then jacking up the price as additional things
are added like in my past experience. And my old 2002 car still works so well that my
husband and I were able to drive it all the way to South Dakota and back in May for my
niece’s wedding.
Whatever happens with the treatment plant, and I really do appreciate the concerns, Erickson’s
Automotive is such a valuable part of our community, that I feel we simply must assure they
continue on with the financial resources they need to continue the business, and provide for
everything the owners and staff need for their future.

the community and his business has served it for years. In addition, I personally had my first real job at Lannie’s
Marine in the 80’s when I was in high school. Lannie was a mentor and taught me to work hard, sort through
problems in a stepwise fashion, be kind with all and to care for the people in my community. These life teachings
and money from my job at Lannie’s Marine helped form me and supported my life journey to study medicine and
become a medical doctor.
I understand that we need a water treatment facility but I am asking you to make this buiness whole in the same
spirit that they have given to this community.

We have been a customer of Lannie for many years. He is an excellent mechanic, taking care of our boat.
His services are reasonable and timely. When our boat sank, he came immediately to bail it out and tow
it. He fixed the hull and engine with such skill and consideration that it is still in use today. He was raised
in Lake Oswego, built his business here, as has Bill Erickson. Lannie’s business is essential and unique
to Lake Oswego residents. Certainly such loyal and skilled businessmen should be fairly compensated.
We need Lannie. I do not know what I would do without his services. Lannie also provides the service of
storing boats and trailers over the winter or when they draw the lake down. He will come to your dock to
provide his services when needed.
If the City of Lake Oswego takes away Lannie and Bill’s current livelihood and dreams for the future they
need to be treated fairly. The City Of Lake Oswego needs to use their resources to find both businesses a
new location, compensate them for having to move and for the loss of their premium business location
and their investment property. If it were you, how would you like to be treated?

I have been a resident of the First Addition neighborhood since 1970 and have always felt so fortunate to be within
walking distance of needed services. One of those services is auto repair, and I was a long-time customer of Bob
McLain’s customer-friendly business at the corner of State Street and B Avenue. When the City acquired that block
for the north anchor project and Bob retired, I felt so lucky to find Erickson’s Automotive on Foothills—also a
customer-friendly shop within walking distance.
Now I learn that the city is in the process of acquiring that property on Foothills Road for expansion of its waste
water treatment facility. I can’t seem to catch a break!! While I understand that I will benefit from these municipal
changes, I am asking that you please consider those of us who want to patronize local businesses when you force
their relocation. Having them nearby might no longer be realistic, but I feel a sense of loss that I will no longer be
able to drop my car off, walk home, and walk back to pick it up when Erickson’s has completed the repair. A new
location within convenient walking distance would be ideal. I am simply asking if that can be a part of the
conversation.

I was recently become aware of the need to expand the LO Wastewater plant and that such an
expansion will remove the long established business, Lannie's Marine. I want to voice my
concern regarding the elimination and support of Lannie's Marine.
Many of the 700 waterfront residents in LO use Lannie's Marine for providing maintenance on
their boats. Each year boats need to be winterized to prevent damage to the motors during
freezing temperatures during the winter. Then again each spring the process needs to be
reversed to allow those boats to be used on the lake. Lannie's does this work efficiently,
professionally, economically and on site. Further, the boats need to have oil changes and other
work done. Lannie's services are done on the boats in place so that residents do not have to go
through the marina, trailer the boats and take them elsewhere for service thus saving residents
a considerable amount of time, money and gasoline.
Lannie's professional service and technical know-how prevent gas and oil spills and other
environmental catastrophes out of beloved Lake Oswego, should residents attempt to do the
work themselves, especially the elderly.
While I understand the need to for plant expansion, I ask that you realize the necessity for
Lannie's service to our residents and the imperative need to help relocate the business in a
nearby, convenient location to service LO boats and provide boat trailer storage.

For a historical perspective, please allow a brief introduction. My wife Tricia and I are 40+ year proud and
participatory citizens of Lake Oswego. I have served a multi-year term on the LO Pathway Committee, donated time
commitments to Clackamas County Special Olympics, Forest Hills Easement and our parish Our Lady of the Lake.
In addition, we are local small business owners of nearly 40 years.
We are writing at this time to ask you to fully consider the potential negative impact of the city’s acquisition of 101
Foothills Road, whether by outright purchase or alternative use of Eminent Domain. We are longterm customers of
both Lannie’s Marine and Erickson’s Automotive and consider Lannie and Bill friends in addition to both providing
needed and valued services to the greater Lake Oswego community. The brunt of this issue we believe is neither
form of potential property acquisition by our city would sufficiently nor fully compensate Lannie and Bill for their
past commitment of both financial and personal resources they have invested into their property and businesses.
Potential relocation of either operation in close proximity to their existing site would deem extremely unlikely given
current real estate conditions. Adequate and well deserved compensation for their investment in their site only, even
if possible, would certainly not begin to address their individual years invested in and deeply committed to their
businesses success.
Their each individual legacies of their business valuations along with proper and commensurate overall investment
return would not be realized by either option considered by the city. Additionally, future personal retirement plans
for both Lannie and Bill would be severely impacted given expected diminished compensation from the city,
leaving hard economic choices for each. Not a final scenario that either dedicated owner had expected to have
thrusted upon them at this point in their lives.

I do not have problem with the need to upgrade / rebuild the wastewater facility. Like many I have been mostly ignorant of
this critical function. I have now reviewed all the online material provided. It is nice, glossy, and does not answer the
questions I have. It does support the planners/engineers concepts, but in my opinion ignores the downside of displacing people
and businesses. Today, I visited the site and visually reviewed the area. It seems to me that other options for placement are
available, but the online material does not discuss what other options were considered. Lastly, with this option there is no
discussion of compensation to the people and businesses. I would think that this should be of considerable importance and a
part of the plan.
Lannie’s Marine and Erickson’s have been strong supporters of the City. They have regularly paid taxes, and supported
functions such as the Rotary, civic auctions and arts. They provide a valuable service to the community and should remain in
place.
I have used other boat services when necessary but have always come back to Lannie’s as being the best in quality, price and
ethics. (Once when I was hospitalized Lannie’s wife actually came to my home, picked up the boat, took it to the shop, and
got it winterized.) Not only does Lannie’s provide boat mechanical services, but he also provides the only local option for
boat and trailer storage. There is not another place locally.
I think it is disingenuous of the city and planners not to openly discuss the displacement of valuable residents such as Lannie
and his business. I have not seen a transparent public process regarding the entire project and costs. Not only are valuable
citizens being displaced, but there has been inadequate information about how the costs associated with the project will affect
water and sewage rates. I am losing trust in our city government and its ability to appropriately communicate with LO
citizens and taxpayers through a transparent process.
The current water waste treatment plant has been in its current location forever. In addition, the current plant is owned by
Portland. To date, Lake Oswego has not published the cost of acquiring new land and building an entire new water treatment
plant with local funds. Why not improve or build a new plant on the current property. Without further public scrutiny, it is
irresponsible of the city government to follow through on this plan and use eminent domain to claim a private business. This
project should come to a halt until an better and more publicly visible plan is developed and published.

residents. They are well-known among residents who pay attention to who provides good service,
with a smile, and who doesn’t. They are part of the fabric of services available and provided to

other long-standing businesses and service organizations. I have used the services of both Lannie
and Bill, Lannie more so because I have a boat that needs services and attention on an annual basis.
But Bill provides valuable services as well.
This City asks a lot of its residents and taxpayers on a continual basis on a variety of issues of relative
and unequal importance and utility. And residents and taxpayers continually show up to pay for and
serve the City’s putative interests. As a resident and taxpayer I’m asking that you support Lannie in
such a way that he can continue to provide services within the fabric of this community.

My name is Rick Mreen and I am one of the owners of Mreen Family, LLC and Toklat

property located at 113 Foothills Road, Lake Oswego, Oregon 97034. Our family bought the
property over 35 years ago for the purpose of providing space for our operating company,
Toklat, as well has leasing out space to other businesses.
Toklat manufactures and distributes some of the world’s most popular equestrian
products and employs 31 community members. We have been proud to be part of the Lake
Oswego business community for all these years. In addition to Toklat, Mreen Family, LLC
leases space to ArborPro Tree Experts, Skyline Northwest, the Lumberjack Baseball Club, and
Foundations First, who collectively employ many other community members.
It came as quite a shock to us when we learned that the City may attempt to take our
property in order to relocate its adjacent wastewater treatment facility. While we understood that
with the creation of Foothills District Framework Plan, this area would likely be redeveloped in
the near future, we believed that redevelopment of our property would be on our terms and
consistent with sound business practices.
We also believed any redevelopment of our property would be in conjunction with a
private developer, not the City taking our property for a wastewater treatment facility when it
already has property adjacent to ours used for that same purpose. Upon reflection, it seems that
the City is targeting our property so that it can relocate its wastewater facility and be able to
redevelop its existing property as part of the redevelopment of the Foothills area. While the City
may find this an attractive strategy, it is one that severely prejudices us and the other owners of
property the City has targeted for taking.
What also severely prejudices us, our tenants, and our neighboring property owners is the
uncertainty that has lingered over this project through the summer and fall, combined with the
apparent accelerated schedule upon which you expect us to vacate the property and relocate our
businesses.
Based upon our understanding of the current timeline, the City will decide whether the
project is a “go” on or about December 6, 2022. If it is a “go,” the City will move forward to
attempt to take our property by eminent domain and, if successful, force us off the property on or
about June 1, 2023. This will require us, our tenants, and others to relocate significant business
operations into substitute industrial property. The problem is that relocating a business of our
size, which occupies approximately 50,000 square feet, into substitute industrial property in this
area within a six-month time frame is next to impossible.
As you know, the market for industrial properties in the Portland metro area is extremely
tight. Thus, even finding a substitute property is extremely difficult. We have employed
commercial brokers for over a year in an effort to proactively find substitute property in the
event the City decided to move forward with the project. Our options are limited and subpar.
Moreover, even if we can move forward with one of these options, agreements to purchase or
lease agreements usually take many weeks to months to negotiate, execute, and close. Even after
closing, any substitute property will most likely require significant tenant improvements to make

it suitable for our operations. Just the necessary time to design and permit this work will take
several months. Then, the work itself must be done over a following several month time frame.
As hopefully is clear, finding a property, closing the transaction for the property, securing the
necessary tenant improvements, and executing an orderly move into the property can in no way
take place within the period of the City deciding to move forward in December 2022, and June 1,
2023. For the City to expect this is not based in reality and unfair to all the businesses involved.
So, I ask you to put yourselves in the shoes of all the impacted businesses and find a way
forward that provides clarity, commercially reasonable timing on relocation, and a fair process
for all involved.

I am the Managing Member of RAF Investments, LLC. Our LLC owns the property at 91 Foothills Rd.
I have received the latest update letter from Anthony Hooper on the new Wastewater Treatment
Plant and would like to make sure that you understand some of the impacts of this process.
For decades, the City of Lake Oswego has been planning the eventual redevelopment of the Foothills
District. These plans for redevelopment have been publicly discussed in multiple City Council
Meetings over the years and have been memorialized into the Community Development Code.
In 2012, the City officially adopted the Foothills Mixed Use Zone (FMU) as part of its Comprehensive
Plan. This mixed-use development zone was put in place with the express intention of streamlining
redevelopment in Foothills. The Development Code identifies this zone with the following
description:
The Foothills Mixed Use code provisions are intended to:
Connect the FMU area with downtown, Tryon Creek, Old Town, the Willamette River and
Oswego Lake;
Create a sustainable walkable neighborhood that possesses a thriving, active, and
comfortable pedestrian environment;
Create visual interest through varied building heights that are urban in character, yet
include detailed amenities at the ground floor that enhance the pedestrian environment;
Create high quality buildings, of long-lasting materials, to promote the permanence of the
community;
Allow for a mix of residential uses, with urban density, and neighborhood scale retail and
office development; and
Establish a standard of design that reinforces Lake Oswego’s sense of place.
We purchased our property with the intent to eventually build this exact type of high-density, high-
value development on our property, and we had been working proactively with the City of Lake
Oswego for several years to do just that. Recently, the City began to focus on moving the
Wastewater Treatment Plant to our property and ignoring the FMU zone that could be applied
under the Comprehensive Plan at that location.
If the decision is made by the City Council to condemn our property to build a Wastewater
Treatment Plant, it is clearly not our decision and not our intention for our property. The letter
recently sent from Anthony states that “that city is planning to move forward with property
acquisition”. With this decision, we will expect to be compensated for the highest and best use of
our property, which is clearly outlined in the Foothills District Framework Plan. Specifically, while the
property is currently zoned Industrial, it is abundantly clear under the Comprehensive Plan that the
FMU zoning would be the highest and best use. Applying the FMU zoning to the valuation of our

property will result in fair compensation for the condemnation of our property.
It is also important to acknowledge that by condemning our property (and our neighbor’s properties)
for the purpose of constructing a new Treatment Plant, the City will realize a significant windfall by
being able to reclaim over 14 acres of riverfront property that the existing plant currently occupies
because it will only pay the City of Portland $1 for this massive riverfront property.
This situation has also started to impact our tenants negatively. The communications from the City
of Lake Oswego have caused many of our tenants to be concerned about their future. If the City
decides to pursue this project through condemnation (which seems highly likely given your recent
communications), we want to ensure that our tenants are completely supported in their relocation
needs. All of these companies are local small businesses that serve the Lake Oswego community,
and they deserve to be supported with this potential major business interruption. We currently
have one tenant that has informed us that they will be moving at the beginning of the year because
of the potential condemnation that the City has been discussing. While the City has continued to
push out the decision on the new Treatment Plant, we may continue to lose tenants. We would like
to understand how the City will compensate this loss of income as this process continues to
negatively impact our property.
As evidenced by our long-standing relationship with the City and the community, we continue to
stand ready to partner with the City to achieve the highest and best use of the Foothills District. We
share the goal of wanting this incredible redevelopment opportunity to succeed. However, in doing
so, the City must be fair to the affected landowners and tenants.

My understanding is that plans for the wastewater treatment facility needs a location
and the City is looking at the property at 101 Foothills to be a key part of this project.
Currently Lannie’s Marine is housed on this property.
I’ve lived in Lake Oswego for 14 years and with a waterfront property we have had
numerous occasions to work with Lannie and his team. If you have a small to mid-
size boat that needs repair, your options are extremely limited. You can basically
have a choice of going to West Marine out of town and take your place in line (the
one time I went there they couldn’t start on my outboard for a month, they took 5
weeks longer than they said they would and they lost the gas tank that they insisted I
bring with the engine) or you go to Lannie.
I’ve sent at least 4 of my friends over to Lannie and they’ve all come back with great
reports. More importantly however, Lannie is great for this community. Years ago a
local friend broke their outboard and decided to repair it themselves. However half
way through they found a need for a specialized tool that isn’t easily available. I
suggested they ask Lannie for a loaner (knowing he’d it). Lannie loaned them the
tool for two weeks. Would West Marine do this? Another time I was out of town and
my 12 year old got stranded in our 9.9 HP boat by Lake Corp when the engine
refused to start. My wife took our family boat down there with the goal of towing her
back only to find Lannie in the boat with my daughter working on the engine.
Apparently, he had been there 30 minutes helping her. Lannie had no idea who she
was, but he wanted to help.
Our community is better off having people like Lannie in it.
As you make your decisions whether to find Lannie’s Marine an equal location or
simply buy out his property, I want to add my vote of confidence that Lannie’s Marine
provides a valuable service that simply doesn’t exist elsewhere in our community.
Beyond that, Lannie has made himself part of this community for decades and it
would be disappointing if decisions were made that brought this to an end without
fairly compensating him.

As a West Linn resident, I am writing to let you know how important Lannie's Marine is in our

time high. And if there is one certainty in life (beside death and taxes), it's boat issues!
Lannie has helped me personally get back on the river to fish multiple times, when other boat
mechanics were booked 2-3 months out and wouldn't even take a phone call. Further, most of
us have severe reservations about dropping our boats off to any mechanic in Portland, as we
are never sure if we'd ever see it again, at least in one piece.
Lannie's Marine is a staple to our Lake Oswego/West Linn community, and it would be a real
shame to lose them. Their honesty and hard work ethic mirror what our community values

We are writing to strongly urge that the small business owners operating on properties sought for
the new wastewater treatment plant at Foothills be treated fairly if it becomes necessary to acquire
their property to enable the City to move forward with its plans, by eminent domain or otherwise.
We are particularly concerned about the fate of Erickson's Automotive, a business that we patronize
and value for servicing our vehicle. We have found them to be an exemplary auto repair provider,
offering quality customer service, successful repair outcomes, and at fair prices with a level of
honesty and integrity not easy to find elsewhere. The loss of this business would be consequential,
not only for those who run it, but for the Lake Oswegans who depend on getting their vehicles
serviced there.
The owners of Erickson's Automotive deserve better than mere compensation for their property
value, if their property is required to enable construction of the treatment plant. Our city is already
built-out and zoning limited, leaving no reasonably priced properties available nearby to which they
could relocate and re-establish their business. Any relocation outside of Foothills is going to mean
significantly longer trips for most of their clients—our family has often used a bicycle to shuttle
home and back to Erikson’s at drop-off and pick-up to avoid the footprint of a second vehicle trip,
something that being within ~3 miles of our home made possible.
We ask that the City provide a mutually agreeable replacement property, in Lake Oswego or
northern West Linn, on which they can reestablish their business. Eminent domain guidelines
demand that we, as a city, make all reasonable efforts to relocate the business to remain viable in
our community. We are concerned that valuation of the property through eminent domain
procedures will not produce compensation that is sufficient to enable the owners to rebuild the
business elsewhere, given the extreme scarcity of potential sites that are zoned for the use required
for that business to operate. This outcome would not be fair to the business owners and is contrary
to the interests of Lake Oswegans. Lake Oswego and Lake Oswegans can’t afford to lose important
small businesses like these that provide crucial services locally, saving us from trekking out to Tigard
and Tualatin or beyond every time the car needs servicing, needlessly clogging our road systems
with extra trips.
As you are acting on behalf of the citizens of our city, we petition you for this remedy: Ensure that
the city makes good on the eminent guidelines so as to preserve this business’s opportunity to
continue serving our community by interpreting “reasonable” expansively. If the benefits of the
proposed wastewater treatment facility are so compelling as to merit the considerable investment
that we, as citizens and property owners, will be funding over the next couple of decades, then the
costs of treating this business fairly by enabling its opportunity to continue operating are easily
justified. We think most reasonable Lake Oswegans applying the golden rule would agree that
fairness here is paramount—nobody is going to feel good about a new wastewater treatment plant
that permanently shutters businesses providing essential services.

I am concerned about the current plans proposed by the City of Lake Oswego for the
development of a replacement water treatment plant.
I have seen the latest Lake Oswego Review of 14 December, 2022 and visited with Bill
Erickson of Erickson's Automotive. I have also reviewed the Virtual Tour of the proposed
wastewater treatment facility, and I have walked the perimeter of the current water treatment
plant ending along the Foothills Park path.
Personally, my wife and I use Erickson's Automotive for her 2000 Jeep Wrangler, which is
very effective for the winter season. Bill and his staff have been very helpful on many
occasions, and the fact that they are quite close to our house is absolutely essential with such a
vehicle. I actually like the fact that there is an industrial section of Lake Oswego as that helps
to keep the residents grounded. We had used the recycling center extensively until it closed.
I have several concerns about the current proposal, I will outline a few of these. Whereas
clean water and properly treated effluent discharge is important, I am not at all convinced that
removing the City of Portland from that effort would be advantageous. Cybersecurity was not
mentioned in any of the presentations that I reviewed, and experience in that domain will be
critical for the protection of our future water supply. Moving from a larger area to a smaller
area seems counter-intuitive for an expansion of the water treatment facility. The elevation
change between the current and proposed site seems minimal, and I don't think there have
been any flooding events at the current plant over the past 50 years.
Finally the suggestion that a small private business should be acquired by Eminent Domain is
a touchy subject, but it smacks of impropriety when paired with the suggestion that the current
wastewater treatment facility would be sold off for private property development. This begins
to look like a giant handout to the property developers.
If we need an upgraded water treatment plant, I would prefer to retain the current location
and make whatever modifications are necessary there.
I plan to show up to the City Council meeting this afternoon to express my concerns. Thank

Dear Mayor Buck and City Councilors:
As you now know, I represent Lan & Bill Investments LLC, the entity that currently
owns real property located at 101 Foothills Road in Lake Oswego (the “Property”).
Lannie Instenes and Bill Erickson are the owners of the LLC. Lannie owns and
operates Lannie’s Marine, Inc. on the Property. Bill owns and operates Erickson’s
Automotive on the Property as well. The businesses have been successfully operating
on the Property for over 30 years.
At its City Council meeting on December 20, 2022, the City of Lake Oswego intends
to adopt Resolution 22-45, a resolution that declares it a public necessity for the City
to acquire the Property. If the resolution passes, the City of Lake Oswego may
attempt to negotiate with Lannie and Bill about the purchase of the property. If that
negotiation fails, the City may then commence an eminent domain action to take the
property. We believe that, should the resolution pass, the City of Lake Oswego will
be in violation of Oregon law.
Uniform Relocation Assistance and Real Property Acquisition Policies Act
First and foremost, I direct your attention to the Uniform Relocation Assistance and
Real Property Acquisition Policies Act of 1970 (the “Act”), which is codified in 42
USC Ch. 61. The Act was intended to protect individuals and businesses being
relocated due to eminent domain. The Act clearly identifies that small businesses are
often forced to close when displaced by government takings. In response, the Act
sets forth its purpose as ensuring that displaced persons “shall not suffer
disproportionate injuries as a result of programs and projects designed for the benefit
of the public as a whole and to minimize the hardship of displacement on such
persons” (See 42 USC 4621(b)).

Hoping to prevent their closure, the Act requires that the local government make
available to displaced persons certain relocation assistance advisory services. Those
services “shall include such measures, facilities, or services as may be necessary or
appropriate in order to:”
(1) determine, and make timely recommendations
on, the needs and preferences, if any, of displaced
persons for relocation assistance;
(2) provide current and continuing information on
the availability, sales prices, and rental charges of
comparable replacement dwellings for displaced
homeowners and tenants and suitable locations for
businesses and farm operations
…
(4) assist a person displaced from a business or farm
operation in obtaining and becoming established in a
suitable replacement location;
(5) supply (A) information concerning other Federal
and State programs which may be of assistance to
displaced persons, and (B) technical assistance to such
persons in applying for assistance under such
programs; and
(6) provide other advisory services to displaced
persons in order to minimize hardships to such
persons in adjusting to relocation.
See 42 USC 4625(b) and (c).
The Act was adopted by the State of Oregon and is incorporated in Oregon Revised
Statutes (“ORS”) Ch. 35. For example, ORS 35.510(1) and (2) require a local
government, when taking property, to “provide fair and reasonable relocation
payments and assistance to or for displaced persons,” and to” “Provide relocation
assistance programs offering to displaced persons.”
Furthermore, ORS 35.505 requires the local government to “make all reasonable
efforts to insure that all displaced persons shall have the option to relocate within
their urban renewal or development neighborhood or area.” For clarity, “displaced
persons” is defined to include a person who is required to move their business as a
result of a government taking (See ORS 35.500(1)).

As of the date of this letter, my clients argue that the City of Lake Oswego has failed
to uphold its duties arising under the Act and under ORS Ch. 35.
The City states in its report that it has hired Universal Field Services (“UFS”) as of
November 2021 and subsequently offered early relocation benefits in March 2022.
This is technically correct, but without context.
My clients concede that the City has hired UFS. On or about March 21, 2022, Lannie
and Bill spoke with Liz Davin at UFS. During that call, Ms. Davin requested several
documents from my clients to assist with her search. We provided all requested
documents by April 13, 2022. We did not hear from UFS for several months
thereafter, and once UFS did reach out, it was not with any substantive information
about relocation possibilities.
During that time, we had also discussed with Deputy City Manager Anthony Hooper
and City Attorney Evan Boone the possibility of rezoning or otherwise applying for
variances through local land use code for properties that may not be zoned for use
by Lannie’s Marine or Erickson’s Automotive, but that could be appropriate for their
use. Mr. Hooper and Mr. Boone made clear that these were not options for the
businesses, even if UFS was unable to identify suitable replacement property
elsewhere. This is consistent with our communications with and impressions of the
City during this process – that the City does not wish to engage in any meaningful
dialogue about relocating Lannie’s Marine or Erickson’s Automotive. UFS has
recently made clear that it is not required to identify adequate relocation property.
While true, their statement dismisses what the law says: “all reasonable efforts” must
be made.
In sum, neither the City nor UFS has made any reasonable efforts to-date to assist
with the relocation of Lannie’s Marine or Erickson’s Automotive. Instead, the City
appears to have a general disregard as to whether these small businesses will be closed
as a result of its actions. This is the opposite of what the Act intends.
Oregon Land Use Code
Oregon Administrative Rule 660-009-0010 requires all cities to adopt a
comprehensive plan for development within its urban growth boundary. Those plans
must include an inventory of vacant and developed lands within the planning area
designated for industrial use (See OAR 660-009-0015(3)). The plan must also
designate industrial land to meet the needs of the community for 20 years (See OAR
660-009-0025(2)). The City of Lake Oswego must comply with these administrative
rules, also known as “Goal 9.”
In its most recent comprehensive plan, the City identifies the Property as “FMU,”
or “future mixed use.” The comprehensive plan does not consider use of the
Property and its surrounding sites for a wastewater treatment plant owned and
operated by the City.

Notwithstanding, at the time of this letter, the Property remains zoned “Industrial.”
The Property and its surrounding lots are the only properties zoned as Industrial
within the City limits. There does exist an “Industrial Park” zone to the far southwest
of the City, but that zone is classified differently from “Industrial.” The industrial
park is approximately 4.5 miles away from the Property, and it is in a much less dense
area of the City.
Once the City takes the Property and its neighbors, the City will have effectively
eliminated an entire zone’s worth of property and will have left only the industrial
park for industrial use in the City. The City has not made any analysis as to whether
the industrial park is an adequate supply of industrial land for the purpose of
complying with its Goal 9 requirements. The City has stated that it does not intend
to amend the comprehensive plan to address this concern.
Because the City has failed to address whether it has an adequate supply of industrial
property, both in this action and in its comprehensive plan, the City is in violation of
its obligations under Goal 9 of the Oregon land use code. This violation is subject to
review by the Oregon Land Use Board of Appeals.
Before City Council votes on its declaration of public necessity today, we ask that
Council carefully considers this letter. If Council believes it has complied with each
obligation set forth herein, we ask that Council provides its analysis promptly for our
review. We reserve the right to pursue any available legal remedy at this time.

It is our understanding that today the City Council may address the topic of the waste
water treatment upgrade and the need for more land for the project. We would hope
that any changes do not impact the services provided by Lannie's Marie and
Erickson's Automotive.
As residents of Lake Oswego for the last 27 years, we have used Lannie's services
and would like to make sure that the services of Lannie's Marine will continue to be
available to us in the future. We have used this service for the entire time that we
have lived here and consider it to be a major factor for the quality of life in the
community of Lake Oswego.

I wanted to state my disgust for the way the City of Lake Oswego seems to be heading concerning
the pushing out of existing business owners to build a new water treatment facility.
Bill Erickson, the owner of Erickson’s Automotive, has been our mechanic for over 15 years. Since
we lived in L.O., it made sense going to a shop close to home.
I have what I call the “10-year od rule”. If you gather a group of 5th graders and present a scenario
and ask them if it is right or wrong, they will always be able to make a sound decision.
Is it right to push out a business that his been in business for over 30 years?
An owner who is nearing retirement, who just doesn’t have the energy to start over?
A business who’s customer base is mainly in Lake Oswego, so it makes no sense to move to
another city.
Not paying for any additional costs associated with the loss of value to the business?
Not “sharing the wealth” on any new developments the city will do to bring in more money?
The kid’s answers? NO, NO, NO, NO, NO !!
As a former Scout Leader, my definition of integrity is “what you do when nobody else is looking”.
It’s time for the City of Lake Oswego to look in the mirror. Are you proud of this decision? Can you
sleep at night?
Just do the right thing! If you don’t know what that should be, just ask any 5th grader!
