Recommendation RESOLUTION 22-37 ()litE A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE OSWEGO ADOPTING THE CITY OF LAKE OSWEGO AMERICANS WITH DISABILITIES ACT (ADA) SELF-EVALUATION AND I TRANSITION PLAN. IU\ G /O/' ORE O/ WHEREAS,Title II of the Americans with Disabilities Act of 1990 requires that public entities C o u n c i I adopt identify and evaluate all programs,services,facilities and activities,and develop a transition plan to remove barriers to access;and WHEREAS,the City of Lake Oswego is committed to foster diversity,equity and inclusion in Lake Re s o I u t i on 22 3 7 Oswego and in the City as an organization in which everyone has equal access to opportunities, in order to thrive and enjoy a high quality of life;and WHEREAS,on January 7,2020,City Council approved a contract with Moore lacofano Goltsman, (ADA Se I f Inc.to develop an ADA Self-Evaluation and Transition Plan(SETP);and WHEREAS,the City initiated the ADA SETP project in spring 2020;however,as a result of the COVID-19 pandemic,the project was delayed from the original estimated schedule;and EvaI u at i on & WHEREAS,the City staff,with the assistance of Moore lacofano Goltsman,has reviewed all City programs,services and polices;evaluated the accessibility of City facilities(buildings,parks and parking lots);assessed facilities in the public right-of-way and developed a strategic plan and Transition Plan) toolsfor implementing the recommended changes to City facilities and practices;and Americans with Disabilities Act (ADA) WHEREAS,theCity's ADA Stakeholder Group,comprised of members of Lake Oswego's disability community, met in March 2022 and provided valuable input and recommendations on the Self-Evaluation and Transition Plan prioritization of the transition plan;and October 2022 WHEREAS,a draft of the Plan was posted on the City's website and hard copies were made available from July 26 through September 30,2022 at the Library,Adult Community Center and City Hall for public review and comment;and NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Lake Oswego that: Respect.
