6.PUBLIC COMMENT
The purpose of Public Comment is to allow the community to present information or
raise an issue regarding items not on the agenda or regarding agenda items that do
not include a public hearing. A time limit of three minutes per individual shall apply.
Public Comment will not exceed thirty minutes in total.

•The Consent Agenda allows the City Council to consider items that require
no discussion.
•An item may only be discussed if it is pulled from the Consent Agenda.
•The City Council makes one motion covering all items included on the

7.2 AP 23-01, Adopting Findings and Conclusions on the Appeal of the Development
Review Commission’s Approval of a Conditional Use Permit for a new
Transportation Depot (Bus Barn); a Development Review Permit for Exterior
Building Modifications, a new Fueling Station Canopy, and a Parking lot Expansion;
a Minor Variance to Increase the Maximum Fence/Wall Height from Eight Feet to
10 Feet; and the Removal of Three Trees at 6333 Lakeview Boulevard (LU 22-0052).
Motion: Move to adopt both the Order on Evidence and the Findings, Conclusions
and Order for AP 23-01.
7.3 Ordinance 2923, An Ordinance Annexing to the City of Lake Oswego One Parcel,
Consisting of 0.24 Acres at 5375 Oakridge Road; Declaring City of Lake Oswego
Zoning Pursuant to LOC 50.01.004.5(a-c); and Removing the Territory from Certain
Districts (AN 23-0001).

Wastewater Treatment Facility Project with EPCOR Foothills Water Project, Inc.
Motion: Move to approve Amendment No. 1 to the Preliminary Services
Agreement with EPCOR Foothills Water Project Inc.; Authorize $1,026,000 of
Additional Consultant Spending; and Authorize the City Manager to Sign an
Amendment to three contracts: $280,000 with Hawkins, Delafield, and Wood,
$466,000 with Carollo Engineering, and $60,000 with Universal Field Services.

10.1 Ordinance 2921, An Ordinance of the City Council of the City of Lake Oswego
Amending the Lake Oswego Comprehensive Plan Map and Zoning Map to Change
the Designation for a 0.79-acre Parcel from R-5, Medium Density Residential to
R-7.5, Low Density Residential at 1710 South Shore Blvd.; and Adopting Findings
(LU 22-0058).
