NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL
(Legislative - LOC 50.07.003.16.e)
Hearing Date, Time, and Location:
The Lake Oswego City Council will hold a public hearing on Tuesday, October 3, 2023, at 5:30 p.m.
This meeting will be conducted in-person at City Hall and an option for participating remotely via
Zoom is also available. The meeting will be livestreamed on the City’s YouTube Channel and at
https://www.ci.oswego.or.us/ as well as broadcast live on Tualatin Valley Community TV; check
their website for details.
For details on speaking at the meeting via Zoom or if you need additional information about the
hearing, please email cityrecorder@lakeoswego.city by 12:00 noon the day of the meeting.
Please note the following:
ORAL ELECTRONIC TESTIMONY BY ZOOM: Prior to 12:00 noon on meeting day notify the City
Recorder at: cityrecorder@lakeoswego.city to receive a Zoom link and Zoom phone numbers
by 12:00 p.m. Provide name, contact information, and whether you support, oppose or are
neither for nor against the application. You must connect in a timely fashion and testify when
called. If you are not able to electronically testify for any reason, e.g., inadequate or faulty
internet connectivity, computer equipment, or operation thereof by yourself, internet service
providers, virtual meeting platform software or other third parties involved in transmission and
receipt of your oral testimony, you are deemed to have waived your oral testimony. You are
strongly urged to also submit written testimony to assure appearance in the proceeding,
receipt of testimony, and appeal right.

Nature of Application and Proposed Legislative Amendments:
A request from the City of Lake Oswego to adopt an updated Housing Needs Analysis (HNA) to meet
the requirements of Oregon House Bill 2003 (2019) and OAR 660-08-0045. (The current HNA was
adopted in 2013.)

Amendments would be implemented through the adoption of Ordinance 2934, which will be
considered at the public hearing. The title of the ordinance is as follows:

An Ordinance of the City of Lake Oswego adopting the 2023 Housing Needs Analysis as a part of the
Comprehensive Plan (LU 23-0023).
Copies of the Ordinance will be available from the City Recorder one week before the hearing.

Time Limits on Testimony:
The purpose of time limits on testimony is to provide all interested persons with an adequate
opportunity to present and respond to testimony while at the same time ensuring that the hearing
can be conducted in an efficient and expeditious manner. The following time limits on testimony
shall be observed, but may be changed by the Council.
Ten minutes for a representative of a recognized neighborhood association, homeowner
association, government agency, or other incorporated public interest organization;
Five minutes for other persons.
