04 E�s4 MEMORANDUM H \REG9r TO: Development Review Commission FROM: Erica Rooney, P.E., Public Works Director and City Engineer Todd Knepper, P.E., Engineering Program Supervisor Engineering Department SUBJECT: LU 23-0002 Response to wastewater discussion during DRC meeting on November 20, 2023 for Proposed serial lot line adjustments resulting in five (5) residential lots DATE: December 15, 2023 During the Commission's November 20, 2023, hearing on LU 23-0002, a number of engineering wastewater issues were raised by the Commission members or by public written and oral testimony. It is the intent of this memo for the City Engineering staff to comment on a few major points to ensure clarification. Below is a summary of the issues and the Engineering Department's position. BACKGROUND Urban Services Boundary The site is located within the City of Lake Oswego Urban Services Boundary (USB), as well as City boundaries, and the properties upstream beyond the proposed development site along Kimball Street are also within the City's USB. (see Attachment #1, Reference Map— USB Boundary). According to the adopted City of Lake Oswego's Wastewater Master Plan dated March 2013 (Master Plan), the City will ultimately be required to provide public wastewater service to this neighborhood. The Wastewater Master Plan dated March 2013 One of the purposes of the City's Wastewater Master Plan (Master Plan) is to plan the infrastructure that will serve future development and is consistent with the City's Comprehensive Plan goals and policies pertaining to public facilities and services. This Master Plan provides detailed guidance for determining how all of the properties within the City's USB will ultimately be served by public wastewater systems, pursuant to our Comprehensive Plan policies and code. Se •ic:e. 503-675-3984 380 A AVENUE PO BOX 369 LAKE OSWEGO, OR 97034 WWW.LAKEOSWEGO.CITY Page 2 of 7 The Master Plan identifies the need for a sanitary sewer main line extension that would be connected to the existing system in West Waluga Park east of the site and be extended along Baleine Street and to the south along Kimball Street (see Attachment#2, Figure 6.14 Southwood/South Lake Future Service Area). This particular extension would be approximately 1,440 ft long, and when fully extended would serve over 60 properties as currently developed, with the potential to serve even more as redevelopment occurs in the future, e.g., land divisions for additional single-family homes, and for ADUs and middle housing. Over the long term, a gravity system will have less maintenance responsibilities and cost and also less risk to the site and adjacent properties or the public right-of-way. Respect. Trust. Page 3 of 7 Septic Tank Effluent Pump (STEP) Systems and STEP Services STEP "systems" are systems where two or more septic tank effluent pump units discharge to a pressurized common sewer, and because the system contains two or more units, the State requires that the City would be responsible for the maintenance of the system. The Master Plan identified the need to revise City code regarding use of septic tank effluent pump (STEP) systems so that the City would not acquire additional STEP systems in the future. The reason why STEP systems are no longer an option for City ownership is because the maintenance is troublesome due to the systems being located on private property, and the systems are more complex that require a higher level of maintenance associated with the hydraulics of discharging to a common pressure line or small diameter pipe. Effective March 17, 2022, STEP systems were removed from LOC Chapter 38 as being an allowed alternative system (Ord. 2890). The Master Plan (and City code) allows STEP "services" (e.g. a single septic tank pump that would serve one single-family home). A STEP service is dissimilar to a STEP system in that a STEP service would connect one home or structure directly to a public wastewater main located adjacent to the property. A STEP service may contain a septic tank and a pump to discharge the septic tank effluent to the public wastewater system. STEP services are allowed because it is then up to each homeowner to operate and maintain the STEP service, and in the event of a failure, it is only that owner that is affected. These are rare in the City of Lake Oswego. Grinder Pumps A grinder pump (which is now more common than a septic tank pump) is a type of pump that grinds up wastewater from a home and is then pumped to a public wastewater system. Individual pressure lines from private grinder pumps are allowed to connect into a gravity service lateral from a main, if there is a main located along the property. However, individual private pressure lines are not allowed to be installed parallel to (or within) public streets in order to reach existing sewer mains that are not located adjacent to site, because in this scenario it would preclude the ability to properly extend sewer mains in the street in the future due to limited space in the right-of-way and the need for other utility services. In addition, utility locate services will not locate "private" utilities such as individual pressure lines within the public right-of-way, so to avoid conflicts and future problems with street excavations, individual pressure lines within the right-of-way are not allowed. Priority of Types of Sewage Systems to Connect to Sewer Main The Master Plan, Section 2.2.2.1, specifically identifies the order of preference for the types of private sewer lateral connection from the dwelling or structure to the sewer main: 1. Gravity 2. Grinder Pump (e. g. single grinder pump and pressure line for one single-family home.) Respect. Trust. Page 4of7 3. STEP Service (e.g. septic tank and septic tank effluent pump with pressure line for one single-family home. This option requires more room and maintenance than a grinder pump system.) 4. Public Pump Station Staff emphasizes that where it is feasible to construct a gravity system according to the Master Plan, the Engineering staff will recommend the gravity system over pump systems, remaining consistent with the order of preference identified in the Master Plan. ALTERNATIVE SEWER MAIN CONSTRUCTION AND ALIGNMENT SUGGESTIONS Construction method of horizontal boring a new main line through the park Although horizontal boring was considered in the preliminary design, the land use application narrative and the applicant's civil engineer stated during the hearing that the option of boring was not feasible at this location due to the shallow slope of the pipe and also high probability of subsurface rock boulders. The shallow line could also impact tree roots along the necessary pipe alignment. In addition,the Engineering staff finds there is no opportunity to make the design slope steeper or the depth of the line greater, because of the depth of the existing manhole at the initial connection point in the park. Staff also notes that boring a horizontal line at the minimum acceptable slope per the City's engineering design standards and policy can introduce bellies or flat spots in the pipe, which in turn may cause ongoing maintenance issues of the pipe as well as blockages and sewer overflows into the sensitive lands. That in itself would not make horizontal boring viable in this case. City Engineering staff concurred that the mainline is not recommended to be bored in this case due to the multiple reasons stated above. Open trench construction to install a sanitary sewer main at minimum slope would be the recommended approach. Gravity Line or Pump Station with force main to the west of the Site A question was raised if there is an option to construct a gravity line or pump the wastewater to the existing sewer main located west of the site along Baleine Street, to the shallow manhole located just east of Allison Place (see Attachment#3, Point "A"). First, the existing system to the west is too shallow to provide a gravity system to the proposed site and upstream beyond the site along Kimball Street. Secondly, the City has entered into an agreement'to provide service to a limited portion of the area delineated as Service Area A on the Clean Water Services (CWS) map (see Attachment#4, Exhibit A—Service Boundary with CWS). CWS is responsible for the wastewater within Service Area A and will not accept wastewater generated outside of Service Area A. In establishing the 1 Intergovernmental Agreement(IGA) between the City of Lake Oswego, City of Tualatin, and Clean Water Services, signed April 14, 2011.The wastewater effluent within Service Area A drains to CWS' Durham Advanced Wastewater Treatment Facility in the City of Tigard. Page 5 of 7 IGA and service boundaries, the City of Lake Oswego and Clean Water Services considered the financial and operational capacities of each entity, the physical factors, the pipe flow capacities and the economic and engineering options for the provision of sanitary sewer urban services. The subject property and the properties along Kimball Street are located outside of Service Area A, and therefore cannot be transported into Service Area A for treatment by CWS. Finally, and most importantly, constructing a pump station where gravity is feasible, would not be consistent with the Master Plan's Priority of Types of Sewage Systems to Connect to Sewer Main, as discussed earlier. Pump Station with force main to the south along Inverurie Road at Bonaire Avenue In reviewing if a gravity line could be constructed to the existing sewer main at the intersection of Inverurie Road and Bonaire Avenue (see Attachment#3, Point "B"), staff found that the existing manhole at Bonaire Avenue is too shallow to be able to provide a gravity system that would serve the site and the upstream properties along Kimball Street. In order to provide a sewer main deep enough to serve the site and the properties to the end of Kimball Street, a public pump station would be required if this location were to be selected as an initial connection point to the existing line in Inverurie Road at Bonaire Avenue. Staff notes that a pump station is the last order of preference for wastewater service according to the Master Plan. Disadvantages of a Public Pump Station. • In order to select a location for the pump station, private property would need to be acquired. • Constructing a pump station in a neighborhood where a structure currently does not exist will likely raise concerns from neighbors where they would now see a new structure along the street. • The City would need to incur long term maintenance costs for the City. The pump station would require routine maintenance of the generator. • Possible odor issues. • Potential for overflow in the event of pump failure or during power outages. Therefore, in order to remain consistent with the Master Plan, the gravity system is the preferred preference, because a gravity system is more feasible and less impactful. Gravity or Pump Station with force main to the north along Carman Drive Staff looked at the option of a gravity main being extended from Inverurie Road up to Carman Drive at the intersection of Carman Drive/Royal Oaks Drive to the north of the site (see Attachment #5, Point "C"); however, the depth of the existing sewer main in Carman Drive is approximately 15' higher than the existing manhole depth at the connection point in the park; therefore, constructing a gravity system to the north is not feasible. In addition, directing any effluent to the north would also need to pass through the CWS service area per the IGA, and require a public pump station in order to make a collection system work. Respect. Trust. Page 6of7 A City of Lake Oswego main that would pass through CWS' service area and be maintained by the City, while having other lines within the same service area that are being maintained by CWS, would create confusion for both Agencies as to the maintenance responsibilities of the main lines and manholes. For this reason, and also for the same reasons stated above regarding pump stations, this is not a viable route for a public sewer system and would also be in conflict with the Master Plan. Gravity or Pump Station with force main to the north at Carman Drive/Inverurie Road Staff looked at the option of a gravity main being extended from a manhole at the intersection of Carman Drive/Inverurie Road right-of-way extension to the north of the site (see Attachment #5, Point "D"); however, the depth of the existing manhole at Carman Drive is not deep enough to maintain adequate cover over a main line extension if a pipe were to be constructed along the Inverurie Road right-of-way down to Baleine Street. In addition, directing any wastewater to this system would require a pump station and would contribute to CWS Service Area A. The subject property is located outside of Service Area A, and for the same reason as mentioned above, wastewater from this site and the properties along Kimball Street in the future therefore cannot be transported into Service Area A for treatment by CWS. Gravity main to the north within Tara Place Staff looked at the option of a gravity main being extended from the main that currently terminates in the cul-de-sac at the end of Tara Place (see Attachment#5, Point "E"),just to the north of the proposed site. The manhole in the cul-de-sac is also shallow (approximately 5' deep) and is not deep enough to maintain adequate cover over a main line extension if a pipe were to be constructed from the cul-de-sac to Baleine Street. In addition, directing any wastewater to the north into the Tara Place main would also contribute to CWS Service Area A. The subject property is located outside of Service Area A, and for the same reason as mentioned above, wastewater from this site and the properties along Kimball Street in the future therefore cannot be transported into Service Area A for treatment by CWS. ENGINEERING STAFF'S RECOMMENDATION In order to serve the development site and upstream properties along Kimball Street, and in accordance with the Wastewater Master Plan, a gravity sewer main extension should be designed and constructed following the route as shown in the attached submitted land use application submittal (see Attachment#6, Exhibit E-006) and also as identified in the Wastewater Master Plan.
