This memo and the work session on June 27, 2011 are intended to provide the Planning Commission with
the opportunity to review the final consultant drafts of both the Lake Grove Village Center (LGVC) and the
Infill design handbooks, provide feedback for final refinements, and explain next steps for adoption/release
of handbooks.
Residential Infill Design Handbook—The purpose of the residential infill standards, first adopted in 2003
and updated in 2010, is to regulate new development in existing residential neighborhoods to encourage
compatibility. Complimenting the adopted infill standards, the primary objective of the infill design
handbook is to provide the development community illustrations of key architectural and site development
elements that promote compatible infill.
The project kicked off with a Residential Infill Tour on March 18, 2011, with the consultant and newly
appointed members of the Planning Commission. On the tour, participants viewed infill development
(compliant with both 2003 and 2010 standards) in different areas of the city. The purpose of the tour was
to highlight great examples of infill and also to demonstrate how a non-regulatory design handbook could
encourage better compatibility.
The handbook team also held a stakeholder meeting with members of the former Infill Task Force,
neighborhood associations, the development community, and other interested citizens. At the meeting,
held on March 31, 2011, the consultant discussed design elements that encourage good site planning and
compatible infill development. The consultant used photos of existing housing to generate discussion on
what compatibility means in different contexts.
The attached Exhibit b is the proposed Residential Infill Handbook. At the June 27, 2011 meeting, the
consultant will present the handbook, explain the design principles and supporting intent statements, and

walk the Commission through the pages. This handbook relies heavily on photos with some sketches to
illustrate more conceptual ideas.
Please see Exhibit A for the preliminary timeline for stakeholder review, finalization, printing, and release of
the Residential Infill Handbook for public use, including a staff presentation at a City Council study session.
Staff also anticipates holding a Builders' Workshop to present the handbook to the Lake Oswego
development community.
LGVC Design Handbook—The purpose of the LGVC Plan and the related code language (LOC Article 50.11A)
is to create a pedestrian-oriented mixed use center in the west end of Lake Oswego. The primary objective
of the design handbook project is to better define the desired character for the LGVC with streetscape and
architectural guidance. The Boones Ferry Road Refinement Plan process, yet to be presented to the
Commission or adopted at City Council, will address the streetscape portion of the handbook for Boones
Ferry Road. At this time, the handbook is primarily focused on architectural guidance. Staff anticipates
combining the two efforts in a final version of the handbook.
The handbook team has completed two formal stakeholder meetings with citizens including: neighborhood
association members, Lake Grove Business Association members, former members of the LGVC Advisory
Committee and Architectural Subcommittee, property owners, neighbors, and others. At the first meeting,
held on March 15, 2011, the consultant presented conceptual design principles and intent statements that
built on prior work completed by the LGVC Architectural Subcommittee. At the second meeting, held on
April 14, 2011, the consultant presented the refined principles and statements and also discussed how the
required architectural styles and building design regulations fit into the Village concept.
Staff then met with the Planning Commission on April 25, 2011, to update Commissioners on the status of
the handbook and to confirm project objectives: use the existing LGVC Plan and code language to guide the
wording of the design principles and intent statements, provide a comprehensive set of design examples for
various situations, work with the BFR Refinement Plan team to generate the streetscape guidelines, and
produce a memo with recommendations for internal code fixes.
Finally, staff held an informal stakeholder meeting on June 23, 2011 to explain the development of the
handbook contents and images prior to the PC meeting on June 27, 2011.
The attached Exhibit C is the draft LGVC handbook. At the June 27, 2011 meeting, the consultant will
present the handbook, explain the design principles and supporting intent statements, and walk the
Commission through the pages. The handbook relies heavily on photos of existing commercial/mixed use
development with some sketches to illustrate broader perspectives.
Please see Exhibit A for the preliminary timeline for review of final handbook, discussion of possible code
amendments, and review and adoption by the City Council. Staff also anticipates holding a Builders'
Workshop to present the handbook to the Lake Oswego development community.
