This is an informational update. BACKGROUND Updating the City's Transportation System Plan (TSP) is required as part of periodic review.The last update to the TSP was in 1997.The City hired a temporary transportation planner(on loan from Clackamas County) for approximately 10 hours per week to develop the request for proposals to hire a consultant for the project. The City does not have a transportation planner on staff,therefore Erica Rooney, the Assistant City Engineer and Laura Weigel,Associate Planner will be the project liaisons. DISCUSSION At the Planning Commission (PC) meeting on June 13, staff presented an outline of the proposed timeline and process for discussing each action area of the Comprehensive Plan. The TSP falls into the action area "A Connected Community." The Transportation Advisory Board (TAB) is being assigned the task of serving as the advisory committee for the TSP. It is anticipated that the TAB will hold a series of open house events over the next year culminating in the proposed "community summit" on transportation related policies tentatively scheduled for the summer of 2012. The tasks outlined in the RFP for the project include: Task 1: Project Management Task 2: Public Involvement Program Task 3: Review Existing State, Regional and Local Plans and Policies Task 4: Update TSP Modal Plans and Maps in Existing TSP Task 5:Transportation Data Collection and Evaluation Criteria Task 6:Travel Model and Travel Model Forecast Task 7: TSP Update-Travel Modeling Task 8: Project Financial Prioritization - Most Likely TSP Project List Task 9: Most Likely TSP Project List- Future Model Analysis Task 10: Draft TSP Technical Document Task 11:TPR Analysis of Comprehensive Plan/ Development Code Changes Task 12: Plan, Policy and Ordinance Language Task 13:TSP Adoption Process Page 2 Although the TAB will serve as the primary advisory body for the project, the work needs to be closely integrated with the overall comprehensive plan update. We anticipate regular updates to the Citizen Advisory Committee (CAC) and PC throughout the process and participation by CAC and PC members at the open house events related to the TSP. The final recommendation on the TSP amendments should be a joint recommendation of the TAB and CAC. That recommendation will be sent to the PC for hearings and a recommendation. Ultimately the City Council will hold their own public hearings and adopt the TSP.
