Questions PARKS PLAN 2040
WHAT IS A PARK, The Parks, Recreation, and Natural Areas System Plan is the City's
RECREATION, AND long-range plan for how its parks, recreation facilities, trails,
NATURAL AREAS PLAN? activities, and services will serve the community over the next 15
years. The Plan will provide a community vision and outline the
goals and strategies to achieve that vision, with guidance for
future projects, policies, and programs built on community input.
The Plan also will include an inventory of existing parks and
facilities, identify community needs and values, and direct funding
and investment over the next 15 years.
WHY UPDATE THE PARK, The City's current Parks Plan (Parks Plan 2025) was adopted in
RECREATION, AND 2012. Although many of the goals and policies of the current Plan
NATURAL AREAS PLAN? remain relevant, the City has grown and experienced many
demographic and economic shifts over the past decade. The
purpose of updating the Plan is to develop a comprehensive view
of how all of our parks, facilities, programs, and services work
together to serve the community. It also helps to ensure that future
investments reflect community priorities, and that those priorities
have been identified through an equitable and inclusive
community engagement process. An updated plan will give us
guidance on how to maintain our existing park and recreation
facilities as well as help us plan for future challenges and
opportunities.
HOW LONG WILL THE The Parks Plan 2040 process began in July 2023 and is expected

WHO CAN PARTICIPATE? The Parks Plan 2040 process will be guided by input from

the Parks, Recreation, and Natural Resources Advisory Board
(PRNRAB), and the Lake Oswego City Council. Ultimately, the City
Council will adopt the Plan. The planning process will also provide
numerous opportunities for community members to participate by
providing their input on goals, policies, objectives, and
recommendations. The project team will focus on making
engagement events equitable and inclusive to all Lake Oswego
community members.

HOW CAN I PARTICIPATE Understanding community needs and concerns will be essential to

provide a variety of participation opportunities including
community events, pop-ups at existing park events and activities,
online meetings or surveys, social media questionnaires, and the
ability to comment via this website, e-mail, phone, or in-person.
Information about public engagement opportunities will be shared
through the City's website and social media accounts, City
newsletters and announcements, and news releases to local media
outlets.
HOW WILL THE PARKS The Parks Plan 2040 project will address needs for new parks and

identifying specific locations for new pickleball facilities, it will
work to update criteria for determining appropriate locations for
facilities, and will include strategies to address community demand
for pickleball in the near-term, mid-term, and long-term. In
addition, it will identify funding strategies that could be used to
develop new courts.
HOW WILL THE PARKS The Luscher Farm complex is currently located outside Lake
PLAN 2040 ADDRESS Oswego's city limits in unincorporated Clackamas County. In
IMPLEMENTATION OF THE September 2023, Clackamas County adopted changes to its
LUSCHER AREA MASTER Zoning and Development Ordinance that enabled the City of Lake

identified in the Luscher Area Master Plan. The Parks Plan 2040
process will help outline those actions and will include funding
strategies that could apply to future projects.
