MINUTES 5 Member John Turchi moved to approve the minutes of December 8, 2023. Member Phil Bertrand 6 seconded the motion, and it passed unanimously. 7 8 5. SUMMARY OF PUBLIC COMMENTS ON THE HPS TO DATET 9 Task force members reviewed public comments received on the HPS work to date. This included a 10 letter from Mercy Housing NW urging the City to adopt a property tax exemption for affordable 11 housing, in addition to other general comments in support of substantial zoning and code reform 12 to enable greater housing production. 13 14 6. RECOMMENDED STRATEGIES 15 Task force members received a presentation from Kate Rogers on the recommended strategies, 16 followed by questions and group discussion. 17 18 Action Items: 19 • Implement the Pre-Approved Plans Sets for ADUs strategy as a short-or medium-term 20 solution. 21 • Categorize the strategies based on which will have more profound impact. 22 • Find ways to engage the broader community with public outreach related to the HPS. 23 • Focus on the Fair Housing Policy and Education strategy on an ongoing basis. 24 • Implement the Tax Increment Financing strategy as a near-term focus. 25 26 7. STRATEGIES NEEDING FURTHER DISCUSSION 27 Task force members were presented with a list of strategies from the Initial Strategy 28 Recommendations Memo that required further discussion. These items are scheduled to be 29 discussed in-depth at the next scheduled HPS meeting: 30 • Zoning Incentives for Affordable Housing 31 • Construction Excise Tax (CET) 32 • Vertical Housing Development Zone Tax Abatement 33 • Multiple Unit Property Tax Exemption (MUPTE) 34 • Pre-Approved Plan Set for Middle Housing Typologies 35 36 8. NEXT STEPS 37 The next HPS meeting is scheduled for Friday, March 1, 2024, at 1:00 p.m. 38 39 Action Item: 40 • Reach out to Erik with any question in the interim. 41 42 9.
