Solid Waste Management Regulation
•Protect the health, safety and welfare of the citizens of Lake Oswego
•Ensure safe, economical and comprehensive solid waste service

“B. Exceptions. Nothing in this Ordinance will: …
vi. Prohibit any person, upon adoption of an ordinance by the City of Lake Oswego that permits or licenses the collection and transporting of certain types of materials that are separated by the customer and are classified in the manner stated or provided in the ordinance to be reusable or difficult to recycle but that still maintains some usefulness(e.g., including but not limited to plastic bags, textiles, household batteries and light bulbs) from collecting or transporting such materials as provided by that ordinance, and such person complies with the requirements of that ordinance. This exception does not include recyclable materials under Section 6.2.2 of the Administrative Rules, to be collected by the Franchisee through standard residential service.”

Recycling system changes will start to go into effect in July 2025.
Policy Options
•Do not implement expanded recycling services at this time.
•Work with Republic Services to implement Recycle+ as an
optional service for residents, within the context of the current
franchise agreement.
•Adopt an ordinance to permit or license the collection of certain
reusable / difficult to recycle materials by other companies to
provide options for expanded recycling services to residents.
