Lake Oswego Sustainability Network (LOSN)
To the LO Planning Commission

The Lake Oswego Sustainability Network (LOSN) is a nonprofit organization committed to
promoting sustainability in our community. We offer events and projects, and hundreds of local
citizens are involved in our efforts. Sustainability involves the triple bottom line: social equity,
prosperity, and environmental stewardship. We commend the Council for working on affordable
housing and would like to support your efforts.
We believe that providing housing that is affordable for middle- or lower-income citizens
provides a number of positive outcomes for our city:
• Lake Oswego workers and others need an affordable place to live
• Lake Oswego will gain in vitality and diversity by providing affordable housing
• The project will help local businesses by creating more customers for retail stores and
restaurants.
• We will join other local suburban cities and do our part to solve the low to middle-
income housing shortage in Oregon.
• We will meet our legal requirements to create additional housing.
• Projects such as multi-family units use less energy and space per person and help
reduce our per capita carbon footprint, and is therefore in line with our sustainability
plan
The LOSN policy committee and Board reviewed the goals and voted by consensus to support 10
of the goals. #2, #8, and #10 are already in place, and we declined to take a position on #7.

4. Evaluate accessible design incentives for senior housing, we support
5. Multiple unit property tax exemption, we support
6. Pre-approved plan sets for ADUs, we support
7. Modify system development charge (SDC) fee schedule-we take no position

9. Low-income rental housing tax exemption, we support
10. Already in place

In addition, we had the following comments and considerations from the advocacy committee
o We want to save as many trees as possible through creative design
o With number 5, above, we want to make sure that affordable housing is the
result
o Even though state and federal law have fair housing provisions, we think it is
important to include them in our local laws so local officials feel bound by these
concepts
o With number 12, above, we'd like to see a plan for the restoration of older
housing as well as simply an inventory
o We would like to see sustainability features in homes that are supported by
public dollars. Long term, these features save money.
