Chairman Germond called the meeting to order, read the minutes of the April 14
meeting and received the committees' approval of the minutes.
A previous commitment precludes Chairman Germond from attending the committees'
May 6 and May 13 meetings. Melba Stiles was asked to be responsible for
requesting one of the committee members chair these meetings in the chairmai's
absence.
Attention was directed to the April 21 Memorandum to Task Force Members frcn the
Planning Commission on the subject of Progress to Date on Task Forces. Pat Barnum
was asked to comment on reactions of the Planning Commission and stated it aas his
impression the Planning Commission felt the Energy Task Force had done an aimirable
job of developing issues and findings where not a great deal of information is known.
The general statement (preamble) is still being considered.
Discussion followed on Preliminary Findings of the Energy Conservation Task Force:
Other Issues Under Consideration (page 8) Henry Germond will formaliz ! these
issues.
Curbing Urban Sprawl (page 1) could use more findings
Planning and Channeling of Development versus the Continuation of
Haphazard Growth Patterns (page 1) needs more findings.
Developing Housing Close to Jobs (page 2) In need of more examples
Developing Jobs Close to Housing (a new issue to follow the above iss e)
It was felt that priority should be given to municipal services which
would allow residential development adjacent to commercial and
industrial areas.
A need exists in Lake Oswego for additional commercial zoning. Kruse
Way is being considered as an area for development.
The committee felt Town Center to be the type and size of devel( pment
which is not coordinated with local needs. It is in a location Which
is not energy efficient by reason of road systems. It would recuire
considerable energy to reach the location at the top of a hill .lor the
above reasonsas well as the fact that it does not comply with PID
ordinance 1172, Section 53. 190, the committee felt this type of
development should not be encouraged.

Restructuring the City to Make Urban Living More Attractive (page 2)
Restructuring was to be changed to structuring.
The second objective is to read "Scatter neighborhood parks
throughout residential areas rather than creating more large
parks for the entire city."
Adding the objective: Encourage more cultural development in the
city as a means of fostering a more complete environment.
Encouragement of Greater Density Development (page 3)
Wording will be changed to read: Encouragement of Energy
Efficient Siting of Higher Density Development Where Appropri< te.
Objective: Provide for more open space.
Allowance Of Mixed-Use and Multiple-Use Developments where Zoning ha!
Prevented Integration of Uses (page 3) tabled for discussion it
the next meeting.
TRANSPORTATION Issues: (page 4)
Promote Alternate Modes of Transportation
Committee is to think of objectives for next meeting
Earlier comment alluded to the poassibility of various task forces having - ssues
that overlapped. Pat Barnum felt that if several committees covered the sine
issues it would afford more input. Mention was made of the value of unanirity
of opinion of a committee on issues and objectives. If the committee coulc not
reach an agreement, more study should be undertaken.
Chairman Germond closed the meeting by asking committee members to researci
objectives and alternatives for the various issues for next week's meeting.
