Approved Minutes - 1976-04-27 Iv LAKE OSWEGO TASK FORCE NATURAL RESOURCES ANT) OPEN SPACE MEETING: April 27, 1976, Members Present: Gray, White, Harlan, Layton, Miller, Schukart, Hailing, Weaver, George, Kuntz, Fuchs, Ratten (Ad Hoc), guest Sarah Norum (Lewis and Clark College). Chair Gray opened the meeting, and there was a discussion of tax deferral land around Lake Oswego - 580 acres already in this plan, which is county supervised. The City of Lake Oswego has no provision for agricultural land use, and mention of including such a recommendation in our final proposals. A tour, in conjunction with the Transportation Task Force, is scheduled for 1:00 P.M. Saturday, May 1st. Members will meet near the Foto-Mat unit in the Safeway Parking lot. on A Street. We will start at Tryon Creek and work our way towards the river and south, hopefully ending at George Rogers or Marry Young parks. Three Transportation members, with specific interest in bikeways, will join us. Glenn Greg, member of the State Bikeways Commission is one of these. Gray stressed the fact that our prime task is getting out and seeing the various areas in order to start thinking about our priorities. Gray mentioned that the Planning Department is working on a Comprehensive Plan for Lake Oswego to assist us in organizing our thinking. It will be more of an outline for us to fill in the details. Our proposed organization for the Comprehensive Plan would be: A. Fragile Areas: B. Hazard To Urban Use: . C. Treasured Areas (Amenities) Distinctive Areas: Habitat Vegetation Scenic (slope height) Stream banks Shape & structure Community identification We need to concentrate on C. above, for this is where the City will rely heavily on our recommendations. There is a strong need for us - as a whole committee - to address ourselves to distinctive areas, rather than working further with our specific sub- groups. At our next meeting - May 4th - the Transportation group will present their ideas on bikeways and interconnecting areas, as a follow-up on our Saturday tour. Mention was made of our need to have more communication with the Parks and Recreation task force, to be more aware of their ideas. A lengthy discussion on the matter of a Cultural Center, with some varying opinions where would be the best location. Concensus seemed to be ti,at traffic problems and completed development would make it difficult to locate in or near the central core. More potential was seen in the west area, where the potential for actually planning a complex would be greater. Natural Resources/Open Space April 27, 1976 Page 2 Dick White brought up a topic that opened up the discussion to general overall philosophy — shouldn't our perogatives actually lie in planning to conserve our actual natural resources (air, water, trees, etc.), rather than just providing more recreational or "planned" space. Included in the discussion was the matter of whether cars as we know them would be obsolete — making providing, for more and larger traffic planning obsolete as well. Sorre mention of plans for the buildings at the bottom of A atState Street, and the possibility that it would be geared for a bus "terminal". Considerable time spent in looking over the maps and overlays which the committee has prepared. At the next meeting, Dick White will have an overlay map with the distinctive areas outlined. Gray said there was a need for someone to meet with Community Design group, to go over their maps and bring back a summary of their work. Ann Schukart volunteered to do this. On closing the meeting, Kathryn Gray asked that the members concentrate this week on consideration of the distinctive areas. Geri Miller, Recorder
