SUSTAINABILITY ADVISORY BOARD
Vision of a Sustainable Lake Oswego
A sustainable Lake Oswego is a community that meets the vital human needs of the present without
compromising our ability to meet future needs. This requires consideration of both long-term and short-
term effects on ecological, economic, and community systems. Operating sustainably means that we are
leaving a legacy for the community of Lake Oswego and the planet.
A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a
vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural
environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are
enriched by a wide range of choices in transportation, housing, recreation, and culture. Our
infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged.
SAB Mission & Duties
The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of-
life sustainability of our community.
The Sustainability Advisory Board shall:
a. Advise and assist the City Council in efforts to make City operations more sustainable. The
Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's
Sustainability Plan.
b. Assist in the development of plans and policies to enhance the sustainability of the City as a
whole.
c. Educate and engage the public in efforts to make the community of Lake Oswego, including
residents, businesses, and institutions, more sustainable.
SAB Meeting Ground Rules
We have agreed to abide by these ground rules to increase our meeting effectiveness.
1. Participate–everyone share "airtime"
2. Speak for yourself– use "I" language
3. Seek clarity:
–ask clarifying questions
– paraphrase what you hear others say
–check out your hunches
4. Be respectful:
– be on time
–come prepared
–turn off phones, pagers, and other devices

Call to Order/Roll Call
Co-Chair Eliot Metzger called the January 8, 2018 meeting of the Sustainability Advisory Board (SAB)to
order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego,
Oregon.
Members Present: Eliot Metzger, Stephanie Glazer, Bob Sack, Richard Canaday,
Karthik Sreedhar,Allison Kim, Sarah Hussion, Paul Soper

Announcements from Board and Staff
Eliot Metzger let everyone know the CAP has been updated with input from City Council. Has been
drafted and shared and ready for a wider audience. Looking for implementation next year. Bob added
that Eliot worked very hard and his work should be acknowledged.
Jenny Slepian informed everyone that the charging station on A has been replaced with a Tesla charger
and Level 2 charger. Currently dealing with a trash overflow situation at Oswego Pointe. Eliot asked
about Civic Center:Jordan will be out for 2 months but he's happy with SAB feedback.
Approval of Minutes
The Board unanimously approved the November 20, 2017 meeting minutes.
Public Comment
Celine asked what attainable housing means in the climate action plan.John explained that attainable
housing means middle range that more people can afford-workforce housing, downsizing, seniors on
fixed incomes.The City could play a role in matching funding for affordable housing or finding sites for
development.The Mercantile site in particular is perfect for attainable housing. Loosening rules on
ADUs would also help. Karl explained that there are few planning options for multifamily housing on a
single lot.
Celine also asked if there had been some outreach on building materials. Eliot said yes-we have done
some through the Rebuilding Center.
Regular Business
A. Review Agenda
Chair Eliot Metzger reviewed the meeting agenda.
B. City Council Update
John LaMotte gave an update on the last few City Council meetings. Last couple meetings have been
dealing with flag lots. Next meeting will be final package on flag lots. Will change from 8 lots allowed to
2. If you do more than 2,you will need a full public street. Will also clear up public vs private streets.
Current standard is 50ft for public streets. Looking at making a narrower 32 or 38 ft street for smaller
developments.
Looked at State St ROW. Negotiating ROW width- passed a rule to allow City Engineer to determine
ROW width based on the project.
North Anchor was approved. Development agreement approved so clock is ticking. Design has to go
through LORA board. Formal permits will go in by this fall.
City Hall- hired a construction manager/general contractor.
The City Council also set their 2018 Goals:
• Explore golf course options
• Evaluate surplus properties to sell
• Evaluate recreation center feasibility
• Review annexation policy
• Complete CAP
• Expand paths and trails
• Develop a PERS strategy
• Work on workforce housing
• Look at community pool options
There will also be a future study session for short term rentals in 2018.
D Avenue upgrade being engineered right now.
There have been a couple complaints about gas blowers.
There have been a couple of calls about CLT lumber.Would like to at least vet it for new buildings.
Development code and trees did not gain any traction at goal setting. Inequitable situation between
landowners and developers. Landowners can take out 2 trees per year. Developers can clear cut. Not
much flexibility for staff to apply the code. If you have a landscape plan,the landscape plan can trump
the existing trees. Sarah asked what our mitigation would be-at the moment it's just tree for tree
instead of inches lost.
Paul is going to follow up with CLT topic-John will send contact info of CLT guy to Paul.
C. 2018 Goal Setting
The Board discussed a number of options for 2018 goals. The first discussion was about the Climate
Action Plan. Karl asked how hard we want to push the Councilors- do we want to go with softballs or
push them harder on climate action? Eliot asked for everyone to bring a friend to the open house and
said that everyone should own a piece when it comes up to the Council.
The Board also voted to keep monthly meetings.

Eliot made a list of potential 2018 goals from which the rest of the Board could decide what to focus on.
The list included:
• Civic Center
• Transportation and Connectivity
• Solar and Energy Efficiency
• Adaptation
• Trees
• Attainable Housing
• Waste and Consumpution
The Board decided to take the following actions:
• Serve as in an advisory role, should the City Council seek SAB advice on the following:
o Civic Center
o Climate Adaptation
o Tree Code
o Solar and Energy Efficiency(with the exception of providing public outreach)
o Attainable Housing (in a limited capacity, advisory role to Planning Commission)
• Complete the following as 2018 goals:
o Transportation and Connectivity
o Waste and Consumption
■ Change code for deconstruction
■ Plastic Bag Ban
■ Foam Ban
■ Assist in outreach to multifamilies
Jenny will send the goals to the City Council.
