SUBJECT: Recommendation of Bid Award for Construction of Work Order 1163,
2002 Pavement Management Program,Phase 2 - Slurry Seals

Action
The City Council is requested to award a public improvement contract to Blackline, Inc. in the
amount of$69,098.56 for the 2002 Pavement Management Program, Phase 2 - Slurry Seals.
Introduction
This Contract requires Council award in order to comply with City and State contracting and
purchasing procedures. Funding for this project is predicated upon adoption of the FY 2002-03
budget.
Discussion
At 10:00 a.m., on Wednesday, May 8, 2002, the City of Lake Oswego opened bids for the above
referenced project. Two bids were received with the apparent low bid being submitted by
Blackline, Inc. The bidders and the amount of their bids are tabulated below:

Based upon a review of the bids by staff, the bid submitted by Blackline, Inc. was deemed
responsive and responsible.
Alternatives
The alternatives are to: 1) award the contract or 2) reject all bids and re-bid the project.
Conclusion
City staff prepared the bidding documents for this project in accordance with the City's
requirements for public improvement contracts. The bidding process was conducted in
accordance with the City's public contracting procedures. Staff, therefore, recommends that
Council award the contract to Blackline, Inc. in the amount of$69,098.56.
