Approved Minutes - 2015-06-15 CITY OF LAKE OSWEGO Sustainability Advisory Board Minutes June 15, 2015 Call to Order / Roll Call Co-chair Mary Ratcliff called the June 15, 2015 meeting of the Sustainability Advisory Board (SAB) to order at 6:34 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Co-Chair Gary Hanifan, Co-Chair Mary Ratcliff, Sarah Asby, Priya Judge, Vidya Kale, Richard Canaday, Lisa Adatto, Councilor Gustafson Members Excused/Absent Meghana Mysore Staff: Jenny Slepian, Sustainability and Management Fellow; Guest: None Announcements from Board and Staff Jenny Slepian reminded the Board that volunteers are needed for Community Clean Up day on June 20. She also informed that Board that their Clean Wind letter had been received by Council. Gary Hanifan announced that he has been working with Friends of Luscher Farm and that they should have a working agricultural plan by September. Lisa Adatto informed that the Board that the Lake Oswego Sustainability Network is hosting a town hall in November. Plan to have a schedule for the event by July 1. Approval of Minutes The Board unanimously approved the May 18, 2015 meeting minutes. Public Comment None. Regular Business A. Review Agenda Co-Chair Ratcliff reviewed the meeting agenda. Lisa Adatto gave a quick update here about her work with the Transportation Advisory Board on a bike path. While bike paths are currently unfunded in the budget, Lisa and TAB will work with Amanda Owings to see if there is one potential path to focus on. Lisa also met with Jeff Gudman about the bike path to Portland and he provided an update on the work being done. Councilor Gudman also suggested that he take SAB for a walk along the proposed bike path. The Board decided that the best time for this would be after the new Board members are appointed. City of Lake Oswego Sustainability Advisory Board Minutes June 15, 2015 Page 2 of 3 B. City Council Update/City Council Goals Update Councilor Gustafson updated the Board on the approved Budget. Though it did not include any funding for active transportation, the approved capital improvement plan does list proposed pathways, though they are unfunded. Councilor Gustafson gave quick updates on council study sessions on zoning and rights of way. The first study session focused on substandard size lots and issues with parking, character, and density. The second study session was on rights of way, particularly in First Addition. Issues discussed focused on how to manage these properties moving forward. Richard Canaday asked if there were any project Councilor Gustafson recommends the Board work on. Gustafson recommended that they Board continue advocating for EPA Green Power Community certification and to attend a future study session. He also recommended staying involved in the Operations Center project. C. 2015 SAB Recruiting Slepian gave a quick update on the recruitment process. 11 applications were received for 3 vacancies and 2 alternates. Interviews will be held on July 9 and appointments made on July 21. Co- Chair Hanifan suggested that we urge unsuccessful applicants to attend SAB meetings and participate in activities to keep interest up in the Board. D. SAB 2015 Goals Update and Reports The board discussed the carbon emission goals in the 2014 Operations Plan. No action has been taken on them as they were not included as objectives. Unclear as to how these are to be measured. The board also discussed advocating for centralized procurement. Progress is being made on the Operations Plan starting with the High Priority items. Home deconstruction: In First Addition, what can be salvaged is being salvaged. Most buildings have a third party hired to manage deconstruction. Demonstration Park: Vidya Kale updated that the goal is by the end of this year to have a plan, with 2016 implementation of that plan. Hoping to get Parks to an SAB meeting to discuss. Recycling events: encourage people to take their shredding to UPS. Consider a second truck and more volunteers for the next shred day. School partnership: Participate in Green Schools initiative. Consider working with students during their community service day in April. Joint board meetings with other groups coming along. E. 2015 Outreach Discussion and Review • Need everyone to sign up for outreach activities • Have not heard anything about Moves in the Park • Green Homes Tour: o Lisa Adatto updated that she has spoken with three households, but needs to nail down a date o Greg McMurray house: 40 solar panels and a Tesla o Passive house in West Linn City of Lake Oswego Sustainability Advisory Board Minutes June 15, 2015 Page 3 of 3 o Want to find a newer Earth Advantage house and a renovated house in Lake Oswego. o Considering 10/10 or 10/17 as potential dates. • Eco Film Festival o The Board decided that February would be an ideal time for the film festival. Will need to check with Lake Theater and look at different options such as the Lakewood Theater, Mary’s Woods and ACC.
