The impetus for the change has been the consistent feedback from the Technical Advisory Committee, Citizen Advisory Committee, Planning Commission, and City Council to look for efficiencies and to shorten the overall process whenever possible. In addition,there has been a lot of concern raised from the public as well boards and commissions about the number of large public meetings. The draft process represents a best case scenario of what is anticipated to occur between now and December 2012 and keeps the City on track to meet the spring 2013 Comprehensive Plan update deadline. The overall benefits of the shortened schedule include: • Cost and time savings by reducing the number of summits from seven to four, • Avoiding community meeting burnout, • Completing all of the community summits by May, rather than October keeps the community interested and engaged over a shorter period, and • Providing the opportunity to raise concerns early on in the process provides more time to address those concerns. The CAC had a discussion about revising the schedule at their September meeting. They are scheduled to review the draft at their October 26 meeting. The Planning Commission has been asked to provide feedback through their CAC liaisons (Jim Johnson and Bill Gaar) at the CAC meeting. The next Comprehensive Plan quarterly update before the City Council is scheduled for December 13. However, I'm sure the CAC would welcome feedback at anytime from the Council. I will work with Council Moncrieff, the City Council liaison to the CAC, to schedule a meeting prior to the December meeting if that is the direction of the City Council. Sid From: Olson, Mary Sent: Monday, October 24, 2011 12:02 PM To: Sin, Sidaro Cc: Council Distribution Subject: Comp Plan schedule Hi Sid, I was reviewing the agenda on the website for this week's comp plan CAC meeting and noticed that the timeline and schedule has changed from the one we saw when you last updated council a month ago. It looks like future summits have been doubled up with two topics on one night, and Planning Commission and council study sessions and public hearings are compressed. In some cases a study session on one topic is the same date as a public hearing on another. Am I reading the timeline correctly? My concerns are the full plates for both Planning Commission and City Council and the ability of both bodies(and the citizens!) to accommodate this compressed schedule. What is the impetus for this change? Has the CAC approved this schedule? When will council have an opportunity to weigh in? Thanks, 1
