<br /> <br /> <br /> <br /> <br />PARKS, RECREATION & NATURAL RESOURCES ADVISORY <br />BOARD <br />MINUTES <br />December 19, 2018 <br /> <br />Co-Chair Bill Gordon called the meeting to order at 4:05 p.m., at Maintenance Center. <br /> <br />Present: Co-Chair Bill Gordon, Co-Chair Scott Bullard, Brian Gullen, Amy Waterbury (arrived <br />4:08pm), Tom Widden, Heidi Schrimsher, Doug McKean (via conference phone), Mayor <br />Kent Studebaker, Council Liaison, and, Youth Member Cameron Iizuka, <br />Absent: Natalie Bennon, Brittany Weiler, Mark Silen, Alternate, and Youth Member Mariana <br />Wahab <br />Staff: Ivan Anderholm, Director of Parks & Recreation, Jan Wirtz, Recreation Superintendent, <br />Bruce Powers, Parks Planner, and Dina Balogh, Parks & Recreation Administrative <br />Assistant <br /> <br />Guests: Nancy Gronowski and Olga Moriarty, Friends of Luscher Farm <br /> <br />APPROVAL OF MINUTES <br />The Parks, Recreation and Natural Resources Advisory Board (PARKS Board) reviewed and unanimously <br />approved the minutes from November 28, 2018. <br /> <br />Citizen Comment: <br />Nancy Gronowski and Olga Moriarty, Friends of Luscher Farm delayed comment in order to participate in the <br />discussion of the Farr Bike Park and Luscher Trails update. <br /> <br />CITY COUNCIL UPDATE: <br /> Parks Bond Survey: City Council directed Parks & Recreation to proceed with next steps for the May <br />2019 Bond renewal. <br /> Capital Improvement Plan: The Parks Department updated the Systems Development Charge Capital <br />Improvement Plan, correcting errors in applying the methodology to eligible projects and further <br />defining projects. <br /> Three City Intergovernmental Agreement, Planning for the Stafford Urban Reserve: City Council <br />authorizes the Mayor to sign the Three City Intergovernmental Agreement with Tualatin and West <br />Linn regarding planning for the Stafford Urban Reserve. <br /> Wastewater treatment plant: Adopt Resolution 18-55, authorizing a special procurement for using a <br />competitive selection process to enter into a design, build, finance, operate and maintain (DBFOM) <br />contract in lieu of a design – (competitive) bid – build process for the construction contract for new <br />Wastewater Treatment Plant. <br /> Boones Ferry Rd. project contract for engineering services was awarded. <br /> <br />REGULAR BUSINESS <br />2019 Parks Board Goals: <br />PARKS Board members discussed the 2019 goals. <br />Heidi Schrimsher moved to approve the Parks Board Goals as written. Brian Gullen seconded the motion. <br />The motion was unanimously approved December 19, 2018. <br />
