Alder Circle Paving Update

The LOIS contractor will begin preparing Alder Circle for paving on Tuesday, May 31.
The paving plan is to saw cut and remove the old paving in the travel lanes, and reconstruct that area of the roadway. The contractor will match the repair to the grade of the asphalt and concrete improvements that private property owners have put in over the years alongside the travel lanes. Generally, the replacement area is 18 feet in width, widening out near the Alder Point Club easement due to the additional damage in that area and because of road curvature and the need for sight distance. It will also be wider in areas where there are existing storm drains as the road improvements are designed to channel water to these drains.
Preparation work is scheduled to begin Tuesday, May 31, with sawcutting and removal of old asphalt to follow in the second week of June. Paving should begin by mid-month. Some of the work will be weather dependent.Neighbors will notice increased noise levels from the saw cutting and asphalt removal process. On-street parking will be a short-term inconvenience, but safe parking areas will be designated the day before, so you can find a parking spot outside of the next days' work zone.
The project team has already received questions from property owners who would like to hire the project contractor to perform additional paving beyond the scope of the preliminary paving plan shown on the attached. City policy does not allow this to occur. Private property owner paving or concrete work in the City's public right-of-way (which is 40 feet wide on Alder Circle) is an "encroachment" on public property. The City is not responsible for maintenance or replacement of these private property owner improvements. The LOIS team and City Engineering staff request that property owners do not contact the City's contractor to complete this type of work during the upcoming paving project.
Driveway approaches: After the City's paving work is complete, property owners may replace driveway approaches in need of repair in the right of way. The cost of a Driveway Permit is $50.00.
Non-driveway parking areas: For storm water runoff and water quality purposes, the City prefers that non-driveway parking areas remain as gravel or pervious paving. For any other private non-structural work to occur in the City right-of-way, a property owner will need an Encroachment Permit. Contact Will Weber in the Engineering Department at City Hall for an application for either a Driveway or an Encroachment Permit. Each application must be accompanied by completed drawings.
Alder Circle residents will be receiving a letter this week with these details and a paving plan map.
