Final Project Advisory Committee Meeting – June 4, 2018

The final Boones Ferry Road Project Advisory Committee (PAC) meeting is scheduled for Monday, June 4, 2018 from 10 a.m. – 12 p.m. at the City Maintenance Center, 17601 Pilkington Drive, Lake Oswego.

The goals of this meeting are to:

Project Update

Roadway and streetscape design is almost complete for the Boones Ferry Road Project. The Project Advisory Committee (PAC) has played an integral role in selecting streetscape and aesthetic features of the design. The PAC’s vision has been to make Boones Ferry Road a “great street” by creating it into a user-friendly, multi-modal gathering area that serves as the centerpiece of Lake Grove for the entire community. The improvements will enhance the streetscape, make the street safer and improve access to businesses and nearby residences.

In the upcoming months, project staff will be visiting businesses along the corridor to share information, gather contact details and construction concerns, and introduce the project team.

Later this spring, the project team and PAC will hold an open house to share the final designs with the community.

Our main communications goal is to provide regular, clear and consistent information to keep businesses, residents and the general public informed about the project. This also includes proactively minimizing impacts and supporting businesses during construction.

Right-of-Way Acquisition

The right-of-way acquisition process has been lengthy, and is not expected to be completed for another three-six months. Once right-of-way is acquired, ODOT will review the final plans and the project will go out to bid.

Construction

Given the tasks that remain, construction is not expected to begin until late 2018, at the earliest. Construction is expected to take two years to complete.

At the December PAC meeting, the project team presented construction goals and constraints that were recently developed. Using these as guidance, two preliminary concepts for constructing the project – strip and segment – were developed by the team. Both of these concepts have advantages and disadvantages which are outlined in a comparison chart. 

The project team and PAC both prefer the segment approach, however, this approach may change once a contractor is on board. More information about construction will be available in the coming months.

 

PAC Meeting – December 13, 2017

The next Boones Ferry Road PAC meeting is scheduled for Wednesday, December 13, 2017 from 9 a.m. – 12 p.m. at the City Maintenance Center, 17601 Pilkington Drive, Lake Oswego.

The goals of this meeting are to:

  • Report on finalizing remaining streetscape elements including art/history; waysides and intersection markers; and street name sign icons
  • Solicit feedback on construction staging plans
  • Review outreach plan

Daytime Traffic Impacts on Bryant Road and Firwood Road – 10/25-10/26

Please note the following changes in work hours and traffic impacts for utility potholing on Bryant Road and Firwood Road:

Tomorrow, Wednesday October 25, the traffic signal will be turned off at the intersection of Upper Drive and Bryant Road from 9 a.m. – 3 p.m. Traffic will be flagged through the intersection. Please expect delays during this time. This is to accommodate utility potholing work for the Boones Ferry Road Project. The signal is expected to be back on by 3 p.m.

On Thursday, October 26, crews expect to continue potholing on Bryant Road, towards Boones Ferry Road, and on Firwood Road, between Boones Ferry Road and Waluga Drive. Work hours will be 9 a.m. – 3 p.m. There will be single-lane closures to accommodate equipment, but no total closure. Please expect delays during this time.

Night work will take place on Boones Ferry Road (near the Bank of the West) on Monday, October 30, from 8 p.m. – 5 a.m.

Exploratory Digging – Night Work 10/16 – 10/27

Starting the week of October 16, a crew (employed by VacX) will be digging small holes in the roadway to locate underground utilities on the following streets:

  • Bryant Road, between Upper Drive and Boones Ferry Road
  • Firwood Road, between Boones Ferry Road and Waluga Drive
  • 16555 Boones Ferry Road (at Bank of the West)
  • 15659 Boones Ferry Road (at Sherwin Williams)

This work investigates possible project conflicts with existing utilities. Night time work will occur between 8 p.m. and 5 a.m. Monday to Friday. There will be single-lane closures where needed to accommodate equipment, but no total road closure. Access to businesses will be maintained.

Work is expected to take up to two weeks to complete. Please watch for flaggers and expect some temporary delays during work hours. Residents may experience some noise from a drill rig or vacuum truck during this work.

Boones Ferry Road Project Update

The right-of-way acquisition phase is progressing.  The City is acquiring right-of-way, permanent easements and two-year temporary construction easements from approximately 50 properties along Boones Ferry Road and its side streets.  These acquisitions are necessary in order to construct the project.

After years of studies and design work, the project is reaching the final stages of design. 95% plans are scheduled to be completed this fall.

In preparation for the next phases of pre-construction and construction, the City has hired a construction management firm. On Tuesday, September 5, Council awarded a contract to Otak, Inc. to begin the pre-construction phase of the project. Construction management teams provide the transition from design to construction, including developing traffic control and construction staging concepts, cost estimating evaluations, and preparation of contract documents. These key tasks will help minimize impacts of construction to businesses, citizens and traffic.

Otak, Inc. was formerly located in Lake Oswego on Boones Ferry Road.  The current staff is very familiar with the site, the roadway, and the construction challenges associated with this project.  Furthermore, they have extensive experience with ODOT-funded projects and are well trained in the administration aspects and requirements of state and federal funded projects.  The City and project team strongly believes they will provide excellent customer service and construction management for the project.

Later this year, a PAC meeting will be held, along with an open house for the public to view the design plans and talk about the project.

Construction is expected to begin in summer 2018.

PAC MEETING – MAY 2, 2017

The next Boones Ferry Road PAC meeting is scheduled for May 2, 2017, City Hall Council Chambers, 380 A Avenue from 9:00-11:30 am.

The goals of this meeting are to:

  • Update on Project Progress (report on staffing, design, schedule, ROW, mid-block crossings)
  • Finalize input on streetscape elements
  • Review intersection marker design
  • Update on neighborhood traffic improvements & street signs
  • Update on Code Amendment work

Boones Ferry Road Project Update

The right-of-way acquisition phase for the Boones Ferry Road Improvement Project is underway.  The City will be acquiring right-of-way, permanent easements and two-year temporary construction easements from approximately 50 properties along Boones Ferry Road and its side streets.  These acquisitions are necessary in order to construct the project.  Due to the large number of properties involved, the acquisition process, which includes conducting appraisals and sending out offer letters, will occur over the next several months.  While some property owners may have already received offers, others may not get theirs for another two or three months.  The goal is to present all offers by the end of May.

Design of the project continues with the final plans scheduled to be completed this fall.  The Project Advisory Committee is currently making decisions on the design of the expanded sidewalk areas, plantings throughout the corridor, and how art and history of the Lake Grove area will be incorporated into the project.  An open house will be held later this spring/summer for the public to view the design plans and talk with the design team and advisory committee members about the project. The next PAC meeting is scheduled for May 2nd, 9:00 am – 11:00 am in the Council Chambers at City Hall, 380 A Avenue.

Construction is scheduled to begin in early 2018 and is anticipated to last two years.  During construction, Boones Ferry Road is expected to remain open to traffic and access to businesses will be maintained during their business hours.

 

 

 

BOONES FERRY ROAD FEBRUARY PAC MEETING

The next Boones Ferry Road PAC meeting is scheduled for February 21, 2017, City Hall Council Chambers, 380 A Avenue from 9:00-11:00 am.

The goals of this meeting are to:

  • Discuss Wayside Conceptual Designs
  • Discuss Intersection Markers Conceptual Designs
  • Discuss Mid-block Crossing Design
  • Update on Lanewood Intersection Design

Survey and Potholing Work: Feb 19-24

Survey

We anticipate having a survey crew (employed by WHPacific) surveying all features in the right-of-way at the following locations:

  • Lanewood Street between Boones Ferry Road and Boones Way (and including the Lanewood/Boones Way intersection)
  • Waluga Drive between Madrona Street and Firwood Road (and including the Waluga/Madrona and Waluga/Firwood intersections)

This survey may begin as early as Monday, Feb 20, 2017, and is anticipated to take up to five days. The survey crews will typically be working from 7:30 a.m. to 4:00 p.m.

Potholing Existing Utilities

We also anticipate having a crew (employed by VacX) potholing existing utilities (to investigate possible conflicts with project improvements) at the following locations:

  • Boones Ferry Road (between Lanewood Street and West Sunset Drive)
  • Firwood Road (between Waluga Drive and Boones Ferry Road)

This night work is expected to start this Sunday (Feb 19, 2017) and is anticipated to take up to five days. Crews will typically be working between 9:00 p.m. and 5:00 a.m.
