2018-2021 Pavement Management Program: 2019 Pavement Rehabilitation Projects

Sealed Bids  for Work Order 281 - 2018-2021 Pavement Management Program: 2019 Pavement Rehabilitation Projects for the City of Lake Oswego will be received by Joel Komarek, Project Director, at the Lake Oswego City Hall; Engineering Department, 3rd Floor at 380 A Avenue, Lake Oswego, Oregon, 97034 until 2:00 p.m., local time, Bid Closing Time on May 8, 2019, and then will be publicly opened and read. Bids will not be accepted after the Bid Closing.

Bidders must submit a Bid security to the City along with their Bid in an amount equal to ten percent (10%) of their Bid.


Temporary signage, protection, and traffic control
Replace stormwater inlets
Construct curb ramp retrofits and/or new ramps
Asphalt concrete removal (grinding)
Complete manhole and other utility grade adjustments
Construction of asphaltic concrete pavement inlays and overlays
Construction of full-depth roadway reclamation
Traffic signal modifications
Install pavement markings
Performance of additional and incidental work as called for by the specifications and plans.

Milestone Completion shall be July 3, 2019 for Lakeview Blvd. and July 23, 2019 for Boones Ferry Road. Project Substantial Completion shall be September 20, 2019 (100 days from Notice to Proceed) and Project Final Completion shall be 14 days from Substantial Completion.

The Contract Documents may be reviewed, examined, and copies obtained at the City Engineering Dept., 3rd Floor, Lake Oswego City Hall, 380 A Avenue, Lake Oswego, Oregon between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, except legal holidays.  Copies may be obtained upon payment of a non-refundable fee of $35 for Volume 1 and Volume 2.  Copies of the Contract Documents may also be obtained by mail upon request (phone: 503.635.0270) and upon the receipt of an additional $5.00 per Contract Document to cover postage and handling.  Requests sent through the mail shall be addressed to the Engineering Department, City of Lake Oswego, P. O. Box 369, Lake Oswego, Oregon 97034.

The City will investigate and determine the qualifications of the apparent low Bidder as part of its evaluation of the lowest responsive Bid.

The Contract will be for a Public Works/Public Improvement project subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

Because the City’s estimate of contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:00 pm local time, on the date for receipt of Bids.

Bidders are encouraged to visit the site of the Work during Bid preparation.  Clarifications to the Bidding Documents will be made by addenda only.  Oral statements may not be relied upon and will not be binding or legally effective.

The City of Lake Oswego may reject any Bids not in compliance with all prescribed public procedures and requirements, and may reject for good cause any or all Bids upon a finding of the agency that it is in the public interest to do so.
