2022 PAVEMENT REHABILITATION PROJECTS
FOR
CITY OF LAKE OSWEGO
LAKE OSWEGO, OREGON

Bid Closing Time: 2:00 p.m., local time, May 5, 2022

Engineers Estimate: $4,750,000 to $5,250,000

SCOPE OF WORK:

  1. Temporary signage, protection, and traffic control
  2. Replace stormwater catch basins
  3. Construct curb ramp retrofits and/or new ramps
  4. Asphalt concrete removal (grinding)
  5. Complete manhole and other utility grade adjustments
  6. Construction of asphaltic concrete pavement inlays and overlays
  7. Traffic signal modifications
  8. Install pavement markings
  9. Performance of additional and incidental work as called for by the specifications and plans.

MILESTONE COMPLETION: Milestone completion shall be July 8, 2022, for the Patching For Slurry Seal work (4 INCH ASPHALT CONCRETE PAVEMENT REPAIR pay item). Milestone completion shall be August 26, 2022, for Bryant Road and Fosberg Road.

COMPLETION: Project Substantial Completion shall be September 30, 2022, and Project Final Completion shall be 28 days from Substantial Completion.

VOLUNTARY PRE-BID MEETING: April 21, 2022, at 10:00 a.m.  In an effort to minimize the spread of COVID-19, interested bidders may attend by:

HOW TO REVIEW CONTRACT TERMS, CONDITIONS, AND SPECIFICATION: The Contract Documents may be reviewed and examined by:

  • Electronic: To download the Contract Documents, and to receive all notifications, addenda, and view the Planholder List, a person or company must create an account and add its individual name or company to the Planholder List at www.ci.oswego.or.us/bids/.   • Obtain Hard Copies: By mail upon request and upon the receipt of $30, and $5.00 to cover postage and handling.  Requests can be made by phone:  503.635.0289 or email cwaggener@ci.oswego.or.us (valid credit card required).

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the David-Bacon Act – 40 U.S.C. 3141 to 3148.

HOW TO SUBMIT A BID: In effort to minimize the spread of COVID-19, Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. Submit electronic (PDF) bids to Project Manager, Stefan Broadus at sbroadus@ci.oswego.or.us, with subject line: “CONFIDENTIAL- Bid WO 321 2022 Pavement Projects,” and email address for confirmation to bidder of City’s receipt.  Bidder may also verify receipt by phone: 503.635.0267. Bids will not be accepted after the Bid closing time.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, May 5, 2022. In effort to minimize the spread of COVID-19, the Bid Opening will be accessible to the public online or telephone conference but will NOT be open to the public to physically attend. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference, in the same manner as the Pre-Bid Conference, above.  Accessibility concerns?  Contact the Project Manager at above contact information at least 1 hour prior to the Bid Opening.

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids.  The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same email address as the Bid, with subject line: “FIRST TIER DISCLOSURE- WO 321 2022 Pavement Projects.”

QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted to the Project Manager Stefan Broadus, by email at sbroadus@ci.oswego.or.us no later than 7 days prior to Bid Closing Time.  Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
