2022 WASTEWATER REHABILITATION PROJECT

Engineers Estimate: $750,000 to $1,000,000

Bid Closing Time: May 25, 2022, at 2:00 p.m., local time

SCOPE OF WORK: Approximately 744 linear feet of new sanitary sewer main, 1,019 linear feet of CIPP lining, 5 sanitary sewer main spot repairs, 7 sanitary sewer manholes, 547 linear feet of sewer lateral reconstruction, 30 sewer cleanouts, mainline and service lateral video inspections, associated sanitary sewer testing, bypass pumping, pavement and surface restoration, traffic control, and other miscellaneous amenities within the project areas in Lake Oswego.

COMPLETION: Project Substantial Completion shall be November 30, 2022, and Project Final Completion shall be December 30, 2022.

VOLUNTARY PRE-BID MEETING: May 11, 2022, at 2:00 PM.  Interested bidders may attend by:

HOW TO REVIEW CONTRACT TERMS, CONDITIONS, AND SPECIFICATIONS: The Contract Documents may be reviewed and examined by:

  • Electronic: To download the Contract Documents, and to receive all notifications, addenda, and view the Planholder List, a person or company must create an account and add its individual name or company to the Planholder List at www.ci.oswego.or.us/bids/.   • Obtain Hard Copies: By mail upon request and upon the receipt of $30, and $5.00 to cover postage and handling.  Requests can be made by phone:  503.635.0289 or email cwaggener@ci.oswego.or.us (valid credit card required).

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

HOW TO SUBMIT A BID: Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. Submit electronic (PDF) bids to Project Manager, Stefan Broadus at sbroadus@ci.oswego.or.us, with subject line: “CONFIDENTIAL - Bid WO 312 2022 Wastewater Rehabilitation Project” and email address for confirmation to bidder of City’s receipt.  Bidder may also verify receipt by phone: 503.635.0267. Bids will not be accepted after the Bid closing time.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time on the bid closing date. The Bid Opening will be accessible to the public online or telephone conference but will NOT be open to the public to physically attend. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference, in the same manner as the Pre-Bid Conference, above.  If a Bidder wishes to be personally present at the Bid Opening please contact the Project Manager at least three (3) business days prior to the Bid Opening. Accessibility concerns?  Contact Stefan Broadus at 503.635.0267, at least 1 hour prior to the Bid Opening.

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids.  The First-Tier Subcontractor Disclosure Form shall be submitted electronically to the same email address as the Bid, with subject line: “FIRST TIER DISCLOSURE- WO 312 2022 WASTEWATER REHABILITATION PROJECT.”

QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted to the Project Manager Stefan Broadus, by email at sbroadus@ci.oswego.or.us no later than 7 days prior to Bid Closing Time.  Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
