COMPLETION: Project Substantial Completion shall be December 16, 2024 and Project Final Completion shall be December 30, 2024.

HOW TO SUBMIT A BID: Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received by September 26, 2024 2:00 PM PST. To submit electronic (PDF) bids, a bidder must accurately complete the required fields and upload bid forms at:

Once submitted, the Bidder will receive an automated email confirmation. Bidder may also verify receipt by phone: 503.675.2533. Bids will not be accepted after the Bid closing time September 26, 2024 2:00 PM PST. Bidders are encouraged to submit bids early.
Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.
BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, September 26, 2024. The Bid Opening will be accessible to the public online or telephone conference. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference.

If a Bidder wishes to be personally present at the Bid Opening or if you have accessibility concerns, please contact the Project Manager at least four (4) business days prior to the Bid Opening.
The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.
Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.
QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted to the Project Manager Javier Moncada, by email at jmoncada@lakeoswego.city no later than seven (7) days prior to Bid Closing Time.Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.

The City has evaluated each bid submitted as to if they are responsive, irregular, and responsible in accordance with section 00120.70 of the general conditions. The City intends to award the contract to Pacific Excavation, Inc. In accordance with Section 00130 in the General Conditions of the Contract Documents, any protest of the intended award of contract must be submitted within seven (7) days after notice is given by City to the contact person of the submitter.
