BACKUP POWER AT LAKE OSWEGO-TIGARD WATER PARTNERSHIP FACILITIES

The City of Lake Oswego invites your Firm to submit a proposal to provide Design-Build services for Work Order 332, Backup Power at Lake Oswego-Tigard Water Partnership Facilities (Project).

The objective of the Project is to assist the City in planning, designing, procuring, and installing backup power components at the Partnership’s Water Treatment Plant and River Intake Pump Station. The project will include land use planning, electrical engineering, utility coordination, public outreach, development of plans, specifications, and estimates (PS&E), and the installation of the designed solutions.

A non-mandatory pre-proposal meeting will be held at the Water Treatment Plant (4260 Kenthorpe Way, West Linn) on Tuesday, February 28th, 2023 at 9:00 AM.

This RFP was originally released in October of 2022, but no proposals were submitted. The City has made the following modifications to the RFP: reduced the submittal requirements, the Land Use component is optional, and increased the posting duration.

The full RFP document can be obtained free of charge online on the City of Lake Oswego website www.ci.oswego.or.us/bids/. Proposers must register their firm name and other contact information with the City, and add their names to the RFP Holder’s List in order to be assured of receiving addenda or clarification to this RFP.  The RFP documents can also be obtained and Proposer registered by calling Cindy Waggener at 503.635.0289. Any amendments to this RFP will be in writing and will be issued to all persons or businesses that have registered to receive RFP amendments. The RFP Holders List will be updated daily and posted on the website.

All questions about the meaning or intent of the Request for Proposals Document shall be submitted through the bid site.

Proposals will be received by the Project Manager, Stefan Broadus, PE, at Lake Oswego City Hall, Engineering Division, 380 A Avenue, Lake Oswego, Oregon 97034, until 3:00 PM on Friday, March 31, 2023.

3/17/2023: The Design-Build contract documents have been revised to correct minor inconsistencies (old references to previous projects, broken references to other sections in the contract, etc.).
