Boones Ferry Road at Mercantile Drive – Pedestrian Crosswalk Signal

 

The City of Lake Oswego invites your Engineering Consulting Firm to submit a proposal to provide professional engineering services for the design of Work Order 389 Boones Ferry Road at Mercantile Drive – Pedestrian Crosswalk Signal, which includes planning, topographic survey, data collection, utility coordination, design, construction, and installation of pedestrian signalization for the east leg of the intersection of Boones Ferry Road and Mercantile Drive in order to comply with MUTCD standards for signalized intersections and American’s with Disabilities Act (ADA) codes and standards for curb ramps.

The objective of the project is to assist the City with planning, design, construction solicitation, and construction support services necessary for preparation of bid-ready construction documents for the installation of new audible countdown indicators and new audible push buttons at the Boones Ferry Road and Mercantile Drive east leg intersection crossing. In addition, (3) separate curb ramps at this location shall be replaced to meet applicable ADA codes and standards and audible functionality is to be integrated and installed into existing countdown indicators and push buttons at the Boones Ferry Road crossing northwest and northeast corners.

This work will include project management, project initiation, topographic survey, data collection, utility coordination, preparation and submittal of plans, specifications, estimates (PS&E), construction solicitation, and construction support services.

All questions about the meaning or intent of the Request for Proposals Document shall be submitted through the bid site.

HOW TO SUBMIT A PROPOSAL: Proposals shall be submitted by ELECTRONIC MEANS ONLY and must be received by December 10th, 2025, 2:00 PM PST. To submit electronic (PDF) Proposals, a proposer must clearly and accurately complete the required fields and upload proposal documents at:

Bid/RFP Results

On December 10, 2025, the City of Lake Oswego received proposals from three firms in response to our Request for Proposals (RFP) for WO 389 Boones Ferry Road at Mercantile Drive - Pedestrian Crosswalk Signal Project. We would like to express our sincere thanks and appreciation for the time and effort you dedicated to submitting your proposal for the Pedestrian Crosswalk Signal Project. We recognize the considerable work involved in preparing a high-quality proposal.

The consultant selection committee (5 members) has reviewed the proposals and met to discuss our evaluations. Each reviewer could assign a maximum of 100 points per proposal (see scores below). After a thorough evaluation, the results are as follows:

  1. Kittelson & Associates:  457.7
  2. Century West:  428.8
  3. Fehr & Peers:  331.2

We will be entering into negotiations with the top proposer, Kittelson & Associates, to develop a scope of work and not to exceed cost agreement. If the outcome of these negotiations is not acceptable to the City, the negotiations with Kittelson & Associates will be terminated, and the next proposer will be contacted to negotiate a scope of work and cost.

In accordance with Oregon Administrative Rules 137-048-0240, proposers have seven (7) calendar days from the date of this letter to submit a written protest of such rankings.
