SCOPE OF WORK: : Construction of approximately 1,700 linear feet of concrete sidewalk and curb along Carman Drive, including four concrete curb ramps and the reconstruction of nine driveways. In addition, the project includes a new large flow-through stormwater planter and seven streetlights with poles. Another major component is a 100-foot-long retaining wall, up to six feet tall. The work also includes tree removal, relocation of water meters, underground utilities, and the addition of a new catch basin and storm pipe.
COMPLETION: Substantial completion shall be July 31, 2026, and final completion shall be August 17, 2026.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

Bidders must submit a bid security to the City along with their bid in an amount equal to ten percent.

The City will investigate and determine the qualification of the apparent successful bidder as part of its evaluation of the responsive bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.
Because the City’s estimate of the contract value is $100,000 or greater, bidders must submit a First Tier Subcontractor Disclosure Form, provided in the bid documents, to the City no later than 4:00 pm local time on the date for the receipt of bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the bid.
QUESTIONS/CLARIFICATION: Questions about meaning or intent of the bid documents shall be submitted through the project bid site no later than seven days prior to bid closing time. Clarifications to the bidding documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.

The City has evaluated each bid submitted and determined the bids to be responsive and responsible. Therefore, the City intends to award the contract to Faison Construction, Inc. In accordance with Section 00130 of the General Conditions of the Contract Documents, any protest of the City’s intended award must be submitted within seven (7) days after notice is given by the City to the contact person for the submitter.
