The City of Lake Oswego is seeking one or more experienced consultants who will serve as an extension of Planning Department staff in administering the City’s lighting standards. The lighting standards regulate lighting along streets, open air parking lots, public pathways and accessways, and all outdoor lighting on properties zoned Public Function (PF) or Public Natural Area (PNA). Photometric plans are generally required to show compliance with max/min levels of illumination and uniformity ratios. In the PF and PNA zones all outdoor lighting must comply with either prescriptive or performance standards. The consultant will be expected to review the lighting plan and technical data for compliance with the lighting standards and provide comments to the staff planner.

The City is also considering updates to the lighting standards by amending LOC 50.06.004.3. The consultant would be expected to evaluate the current lighting standards and provide recommendations for amending and updating the Community Development Code to be more adaptable to changing technologies.

Persons/firms are responsible for checking the City’s Bid & RFP webpage for this project to verify that the proposer has received all RFP amendments prior to submission. No proposal will be considered if it is not responsive to any issued RFP amendments.
