Bid Closing Time: 2:00 p.m., local time, May 25, 2023

Engineers Estimate: $500,000.00

SCOPE OF WORK:  Construction of approximately 1,000 lineal feet of concrete and asphalt pathway along Douglas Way, including approximately 750 feet of concrete curb, concrete curb ramps, and driveway reconstruction. The work also includes the relocation of some underground utilities and new catch basins.

COMPLETION: Project Substantial Completion shall be August 18, 2023, and Project Final Completion shall be September 15, 2023.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

HOW TO SUBMIT A BID: Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. Submit electronic (PDF) bids to Project Manager, Heike Shipton at hshipton@ci.oswego.or.us, with subject line: “CONFIDENTIAL- Bid WO 320.1 Douglas Way Pathway,” and email address for confirmation to bidder of City’s receipt.  Bidder may also verify receipt by phone: 503.697.6510. Bids will not be accepted after the Bid closing time.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, May 25, 2023. The Bid Opening will be accessible to the public online or telephone conference. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference.

If a Bidder wishes to be personally present at the Bid Opening or if you have accessibility concerns, please contact the Project Manager at least three (3) business days prior to the Bid Opening.

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids.  The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same email address as the Bid, with subject line: “FIRST TIER DISCLOSURE- WO 320.1 Douglas Way Pathway.”

QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted to the Project Manager, Heike Shipton, by email at hshipton@ci.oswego.or.us no later than 7 days prior to Bid Closing Time.  Clarifications to the Bidding Documents will be made by addenda only. Oral statements may not be relied upon and will not be binding or legally effective.
