Bid Closing Time: 2:00 p.m., local time, September 30, 2021

Estimate: $140,000 to $180,000

SCOPE OF WORK:  This work shall include furnishing all labor, materials, equipment and services to construct and install the complete HVAC and Controls Upgrade as specified herein. 

COMPLETION:  Project Substantial Completion shall be December 30, 2021 and Project Final Completion shall be January 14, 2022.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT: This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the David-Bacon Act – 40 U.S.C. 3141 to 3148.

HOW TO SUBMIT A BID: Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. Submit electronic (PDF) bids to Project Manager, Marty Butts at mbutts@ci.oswego.or.us with subject line: “CONFIDENTIAL- Bid Lake Oswego Library HVAC and Controls Upgrade,” and email address for confirmation to bidder of City’s receipt.Bidder may also verify receipt by phone: 503.635.0267. Bids will not be accepted after the Bid closing time.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

ADDENDUM 1:  MANDATORY PRE-BID WALK: (See Planholders Documents)

Bidders must contact Marty Butts, Facilities Lead, to schedule a Mandatory Pre-Bid Walk no later than September 24, 2021, at 503-697-6523 or mbutts@ci.oswego.or.us.  Mandatory Pre-Bid walk will be conducted between 7:30 am – 3:00 p.m.

Bids will be accepted only from Bidders attending the Mandatory Pre-Bid Walk. If a Bid is submitted by a Bidder having not attended the Mandatory Pre-bid Walk it will not be accepted and will be returned unopened.

BID OPENING: Bidders and interested persons may attend the Bid Opening by contacting Marty Butts at 503.697.6523 for contact information at least one hour prior to Bid Opening.

The City will investigate and determine the qualification of the apparent low Bidder as part of its evaluation of the lowest responsive Bid.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids.The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same email address as the Bid, with subject line: “FIRST TIER DISCLOSURE- LAKE OSWEGO LIBRARY HVAC AND CONTROLS UPGRADE.”

QUESTIONS/CLARIFICATIONS: Questions about meaning or intent of the Bid Documents shall be submitted to the Project Manager Marty Butts, by email at mbutts@ci.oswego.or.us no later than 7 days prior to Bid Closing Time.Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
