The City is seeking a qualified consulting firm to assist with updating its Parks and Recreation System Master Plan and Park System Development Charges (SDC) methodology. The updated Parks Plan (“Parks Plan 2040”) will clearly define a community vision for the future of Lake Oswego’s Parks & Recreation Department. The recommendations and projects identified through this process will drive the Department’s long-range planning, decision-making, and resource allocation related to parks, recreation facilities, natural areas, open spaces, recreation programing, operations, and maintenance for the next 15 years. Consultants are invited to demonstrate their relevant experience and qualifications by responding to this Request for Proposals (RFP).

Proposal Deadline: Wednesday, May 3, 2023 at 3:00 PM
Submissions received after this time will be considered non-responsive and will be returned without review.
Requests for Clarification:
If discrepancies or omissions are found or there is doubt as to the true meaning of any part of the RFP, a written request for clarification may be submitted to the Project Manager. The deadline for written requests for clarification is April 21, 2023 at 5:00 PM. Written requests for clarification must be submitted through the City’s bid management system at https://www.ci.oswego.or.us/bids/.
Submittal Requirements:
Electronic submission is required. Submit proposals as a single PDF file by email to khaggart@lakeoswego.city. Email attachments should be limited to a total of 34 MB. The subject line of the email must read: “Proposal: Consulting Services for Lake Oswego Parks Plan 2040 and Parks SDC Methodology Update”. The submitter is urged to submit the electronic proposal at least two business hours prior to the deadline for submission. It is the submitter’s responsibility to confirm receipt of proposal. If a confirmation of receipt of RFP is not received by the submitter prior to the deadline for submission, it is the submitter’s responsibility to contact the person named above to assure receipt of proposal. Email is not deemed submitted until confirmed.
RFP Addenda:
The City may issue addenda to this RFP until up to four (4) business days prior to the deadline for submission of proposals. Proposers should confirm that they have provided their electronic email contact information at the time of obtaining this RFP.
