Willamette River Greenway Trail

CITY OF LAKE OSWEGO

Bid Closing Time: 2:00 pm (local time) Tuesday, April 28, 2026

SCOPE OF WORK: The work consists of constructing approximately 877 linear feet of asphalt paved trail, construction of approximately 516 linear feet (approx. 1,697 Face Feet) of retaining wall, construction of approximately 734 linear feet of handrail, construction of approximately 690 linear feet of 6’ black vinyl chain link fence, construction of approximately 202 linear feet of 5’ galvanized chain link fence, installation of French drain along pathway, tree removal, and landscaping. Landscaping work will include native tree and shrub plantings and native restoration seed mix adjacent to the trail, the installation of a temporary irrigation system, and some native sapling planting on a nearby site.

COMPLETION: Project Substantial Completion shall be 155 days from Notice to Proceed and Project Final Completion shall be (30) days from Substantial Completion.

 

NON-MANDATORY PRE-BID CONFERENCE: A non-mandatory pre-bid conference will be held on Wednesday, April 15, 2026, at 10:30 AM at the Lake Oswego Recreation and Aquatics Center in the Event Room, located at 17525 SW Stafford Road, Lake Oswego, OR 97034. The pre-bid meeting will be followed by a non-mandatory tour of the site at George Rogers Park, 611 S State Street, in Lake Oswego.

The Contract will be for a Public Works/Public Improvement project subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

 

HOW TO SUBMIT A BID: Bids shall be submitted electronically only and must be received before the Bid Closing Time. To submit electronic (PDF) bids, bidders must complete all required fields and upload bid forms at:

Upon submission, bidders will receive an automated email confirmation. Receipt may also be verified by phone at 503.697.6521. Bids received after the closing time will not be accepted. Bidders are encouraged to submit bids early.

Bidders must also submit a Bid Security in an amount equal to ten percent (10%) of the bid.

 

BID OPENING: Bids will be publicly opened Tuesday, April 28, 2026 at 2:30p.m., local time. The Bid Opening will be accessible online and by telephone conference. Interested parties may attend via:

If a bidder wishes to attend in person or has accessibility concerns, please contact the Project

Manager at least four (4) business days prior to the Bid Opening.

The City will review and determine the qualifications of the apparent successful bidder as part of evaluating the responsive bid with the highest points. See Special Provisions, Section 00120 – Bidding Requirements and Procedures.

Because the City’s estimate of contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form and GFE Program Forms provided in the Bid Documents to the City no later than 4:30 pm local time, on the date for receipt of Bids.

 

QUESTIONS/CLARIFICATION: Bidders are encouraged to visit the site of the Work during Bid preparation.  Existing site photos may be posted for downloading.

Questions about meaning or intent of the Bid Documents shall be submitted through the project bid site no later than seven (7) days prior to Bid Closing Time.

Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.

The City has evaluated each bid submitted and has determined the bids to be responsive and responsible. Therefore, the City intends to award the contract to Daybreak Construction. In accordance with Section 00130 of the General Conditions of the Contract Documents, any protest of the intended award of contract must be submitted within seven (7) days after notice is given by City to the contact person of the submitter.
