Bid Closing Time: 2:00 p.m., local time, December 18, 2024
SCOPE OF WORK: Approximately 4,500 lineal feet of phased asphalt roadway reconstruction with associated curbs, sidewalk, curb ramps, storm sewer, waterline, landscaping, signing, striping, and miscellaneous amenities.
COMPLETION: Project Substantial Completion shall be October 24, 2025 and Project Final Completion shall be 30 days from Substantial Completion.
SPECIAL MINIMUM EXPERIENCE QUALIFICATIONS APPLY TO PORTIONS OF THIS PROJECT. Qualification of the Bidder for the project scope of work is a requirement for this project. Only Bidders who submit the required Supplemental Qualification Statement and determined by the Owner to meet the qualification requirements may be considered.
Bidders are considered qualified to perform the work by having completed at least two (2) contracts in the past ten (10) years consisting of similar size and scope, meaning containing all of the elements of the Scope of Work proposed.
Because the special minimum experience qualifications apply, Bidders must submit a Supplemental Qualifications Statement, provided in the Bid Documents, to the City no later than 2:00 pm local time, two (2) days following the date for receipt of Bids.

HOW TO REVIEW CONTRACT TERMS, CONDITIONS, AND SPECIFICATION: The Contract Documents may be reviewed and examined:
PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the David-Bacon Act – 40 U.S.C. 3141 to 3148.

Once submitted, the Bidder will receive an automated email confirmation. Bidder may also verify receipt by phone: 503.697.6510. Bids will not be accepted after the Bid closing time. Bidders are encouraged to submit bids early.
Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.
BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, December 18, 2024. The Bid Opening will be accessible to the public online or telephone conference. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference.

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.
Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:00 pm local time on the date for the receipt of Bids.The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.
QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted to the Project Manager, by email at no later than seven (7) days prior to Bid Closing Time. Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.

Update December 23, 2024 - Final Results
On December 20, 2024, Supplemental Qualifications Statements were received from the top three responsible bidders.
The City has evaluated each bid submitted and has determined the bids to be responsive and responsible. Therefore, the City intends to award the contract to Knife River. In accordance with Section 00130 of the General Conditions of the Contract Documents, any protest of the intended award of contract must be submitted within seven (7) days after notice is given by City to the contact person of the submitter.
