COST ESTIMATE: $600,000 - $800,000  

Bid Closing Time: 2:00 p.m., Local Time, March 17, 2022

SCOPE OF WORK: Approximately 850 linear feet of new sanitary sewer main, 6 sanitary sewer manholes, 3 sewer lateral reconstructions, 3 sewer cleanouts, mainline and service lateral video inspections, associated sanitary sewer testing, bypass pumping, pavement and surface restoration, traffic control, and other miscellaneous amenities within the project area in Lake Oswego. 

COMPLETION: Project Substantial Completion shall be August 19, 2022, and Project Final Completion shall be September 19, 2022.

HOW TO REVIEW CONTRACT TERMS, CONDITIONS, AND SPECIFICATIONS: The Contract Documents may be reviewed and examined by:

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the Davis-Bacon Act – 40 U.S.C. 3141 to 3148. 

HOW TO SUBMIT A BID: In effort to minimize the spread of COVID-19, Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. Submit electronic (PDF) bids to Project Manager, Stefan Broadus at sbroadus@ci.oswego.or.us, with subject line: “CONFIDENTIAL- Bid WO 311 Lakewood Trunk (T-LW-1) Sewer Rehabilitation” and email address for confirmation to bidder of City’s receipt.  Bidder may also verify receipt by phone: 503.635.0267. Bids will not be accepted after the Bid closing time.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

BID OPENING: The bids shall be publicly opened at 2:30 p.m, local time, Thursday, March 17, 2022. In effort to minimize the spread of COVID-19, the Bid Opening will be accessible to the public online or telephone conference but will NOT be open to the public to physically attend. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference, in the same manner as the Pre-Bid Conference, above.  Accessibility concerns?  Contact Stefan Broadus at 503.635.0267, at least 1 hour prior to the Bid Opening.

The City will investigate and determine the qualification of the responsible Bidder as part of its evaluation of the responsive Bid.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids.  The First-Tier Subcontractor Disclosure Form shall be submitted electronically to the same email address as the Bid, with subject line: “FIRST TIER DISCLOSURE- WO 311 Lakewood Trunk (T-LW-1) Sewer Rehabilitation.”

QUESTIONS/CLARIFICATION: Questions about the meaning or intent of the Bid Documents shall be submitted to the Project Manager Stefan Broadus, by email at sbroadus@ci.oswego.or.us no later than 7 days prior to Bid Closing Time.  Clarifications to the Bidding Documents will be made by addenda only. Oral statements may not be relied upon and will not be binding or legally effective.
