SCOPE OF WORK: Construction of approximately 1,500 lineal feet of concrete pathway and curb along Lanewood Street and Douglas Circle including concrete curb ramps and driveway reconstruction. The work also includes tree removal, relocation of water meters, underground utilities and the addition of new catch basins and storm sewer pipe.

COMPLETION: Project Substantial Completion shall be September 20, 2024 and Project Final Completion shall be October 4, 2024.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

HOW TO SUBMIT A BID: Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. To submit electronic (PDF) bids, a bidder must accurately complete the required fields and upload bid forms at:

Once submitted, the Bidder will receive an automated email confirmation. Bidder may also verify receipt by phone: 503.697.6510. Bids will not be accepted after the Bid closing time. Bidders are encouraged to submit bids early.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, June 6, 2024. The Bid Opening will be accessible to the public online or telephone conference. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference. Interested bidders may attend by:

If a Bidder wishes to be personally present at the Bid Opening or if you have accessibility concerns, please contact the Project Manager at least four (4) business days prior to the Bid Opening.

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids.The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.

QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted to the Project Manager Heike Shipton, by email at hshipton@lakeoswego.city no later than seven (7) days prior to Bid Closing Time.Clarifications to the Bidding Documents will be made by addenda only. On June 6, 2024, the City of Lake Oswego opened bids for the above-referenced project. Six bids were received, with the apparent responsible bidder with the highest points awarded being submitted by Interlaken, Inc. The bidders and the bid amounts are tabulated below:

The City has evaluated each bid submitted and has determined the bids to be responsive and responsible.  Therefore, the City intends to award the contract to Interlaken, Inc.  In accordance with Section 00130 of the General Conditions of the Contract Documents, any protest of the intended award of contract must be submitted within seven (7) days after notice is given by City to the contact person of the submitter.
