MODERNIZE HYDRAULIC PASSENGER ELEVATOR AT CITY OF LAKE OSWEGO LIBRARY

Bid Closing Time: 2:00 P.M., local time, June 30, 2021

Estimate $95k - $130k

SCOPE OF WORK: Modernize One (1) Hydraulic Passenger Elevator at Library to comply with ANSI A17.1 2010 Elevator Code at City of Lake Oswego Library.

COMPLETION: Project Substantial Completion shall be December 31, 2021 and Project Final Completion shall be January 14, 2022.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT: This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the David-Bacon Act – 40 U.S.C. 3141 to 3148.

HOW TO SUBMIT A BID: In effort to minimize the spread of COVID-19, Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. Submit electronic (PDF) bids to Facilities Manager, Rachael Petersen at rpetersen@ci.oswego.or.us with subject line: “CONFIDENTIAL- Bid Modernize Hydraulic Passenger Elevator at Library” and email address for confirmation to bidder of City’s receipt. Bidder may also verify receipt by phone: 503.675.2532. Bids will not be accepted after the Bid closing time.

​BID OPENING: The Bids shall be publicly opened at 2:30, P.M., June 30, 2021. In effort to minimize the spread of COVID-19, the Bid Opening will be accessible to the public by WEBex conference but will NOT be open to the public to physically attend. Bidders and interested persons may attend the Bid Opening by contacting Rachael Petersen at 503.675.2532 for contact information at least one hour prior to Bid Opening. The City will investigate and determine the qualification of the apparent low Bidder as part of its evaluation of the lowest responsive Bid. Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same email address as the Bid, with subject line: “FIRST TIER DISCLOSURE- CONFIDENTIAL- Bid Modernize Hydraulic Passenger Elevator at Library”.

QUESTIONS/CLARIFICATIONS: Questions about meaning or intent of the Bid Documents shall be submitted to the Facilities Manager, by email at rpetersen@ci.oswego.or.us no later than 7 days prior to Bid Closing Time.
