NOTE: The deadline for questions has been extended to Friday, April 29, 2022. All questions or requests for clarification should be submitted through the bid management website.

The City of Lake Oswego (“City”) invites submission of Proposals in order to select a qualified Contractor to provide Contractor Services for the renovation of the Municipal Golf Course Clubhouse. Contractors are invited to demonstrate their experience and qualifications in performing work directly related to the services required by responding to this Request for Proposals (RFP).

Deadline for Submission of Proposal: Thursday, May 5, 2022 at 2:00 PM
Submissions received after this time will be considered non-responsive and will be returned without review.

Mandatory Pre-Proposal Meeting: A mandatory pre-proposal meeting will be held at 10:30 AM local time on Friday, April 22, 2022 at the Lake Oswego Municipal Golf Course Clubhouse at 17525 SW Stafford Rd, Lake Oswego, OR 97034. If a Proposal is submitted by a Proposer having not attended the Mandatory Pre-Proposal Meeting, it will not be accepted and will be returned unopened.

Obtain Request for Proposal: To download the full RFP and receive all notifications, addenda, view RFP Holders List, etc., a person or company must register and add its name or individual company name to the Planholder’s list at https://www.ci.oswego.or.us/bids/rfps. If you have website questions concerning this invitation, please submit a question through this bid management website or contact Kyra Haggart at khaggart@ci.oswego.or.us.

Submission of Proposal:

  • Email Delivery – PDF version of the proposal may be submitted by email. Subject line of email must read: “Proposal: Municipal Golf Course Clubhouse – Contractor Services.”
  • Physical or Mail Delivery – PDF version of the proposal submitted on a flash drive. Physical delivery or by mail, sealed in an opaque envelope, clearly marked as follows: “Proposal: Municipal Golf Course Clubhouse – Contractor Services.”

Mail (Early Submission Deadline):
Proposals must be received and in the below PO Box by the time the City collects the mail from the PO Box (at or shortly after 8 AM). Proposals not in the PO Box when the City collects the mail will be deemed a late submission. It is the submitter’s risk as to when the Post Office personnel will place mailed proposals in the PO Box.

The submitter is urged to submit the electronic proposal at least two (2) business hours prior to the deadline. If a “reply confirmation” of receipt of RFP is not received by the submitter one (1) business hour prior to the deadline for submission, it is the submitter’s responsibility to telephone the person named above to assure receipt of proposal.

RFP Addenda:
The City may issue addenda to this RFP until up to 4 business days prior to the deadline for submission of proposals. Proposers should confirm that they have provided their electronic email contact information at the time of obtaining this Request for Proposal.

Anticipated Schedule:
The following is the anticipated timeline for receiving and evaluating Proposals and awarding a contract to the most qualified Proposer. This schedule is subject to change and additional time as needed.

  • RFP Open for Proposals – April 8, 2022
  • Deadline to Request Clarification or Addenda – April 18, 2022
  • Deadline to Issue RFP Clarifications or Addenda – April 22, 2022
  • Mandatory Pre-Proposal Meeting – April 22, 2022 (10:30 AM)
  • Deadline to Receive Proposals – May 5, 2022 (2:00 PM)
  • Issue Notice of Intent to Award Contract – May 13, 2022
  • Deadline for Submission of Objections to Intent to Award – May 20, 2022
  • Award of Contract* – June 7, 2022
  • Issue Notice to Proceed – June 10, 2022

*Note: Date of award of contract may be shortened or extended, as necessary to negotiate any of proposer’s modifications to contract.
