The City of Lake Oswego invites your Engineering Consulting Firm to submit a proposal to provide professional engineering services for the design of Work Order 337 Pathways Program Group 2.

The objective of the project is to assist the City with the design of five new pathway segments. This work will include topographic survey, utility coordination, land rights acquisition, public outreach, and the development of plans, specifications, and estimates (PS&E) for the construction of pathways in various locations throughout the City.

Any amendments to this RFP will be in writing and will be issued to all persons or businesses that have registered to receive RFP amendments. The RFP holders list will be updated daily and available on the website.

All questions about the meaning or intent of the Request for Proposals Document shall be submitted through the bid site.

HOW TO SUBMIT A PROPOSAL: Proposals shall be submitted by ELECTRONIC MEANS ONLY and must be received by November 3, 2023, 2:00 PM PST. To submit electronic (PDF) Proposals, a proposer must accurately complete the required fields and upload the proposal document at:

The following Proposers are included within the Competitive Range: Century West, HHPR, and Wallis are invited to an interview with the City during the week of December 4, 2023. 

Update: December 7, 2023

The City’s Consultant Selection Panel (CSP) has completed its evaluation, scoring, and ranking of the three Proposer interviews. Scores from the evaluation of the written proposals were added to scores from the interviews to determine the first-ranked proposer, Harper Houf Peterson Righellis Inc.
