Planning Consultant Services for Tree Regulation Amendments

The City of Lake Oswego is seeking a qualified consultant to assist in amending the City’s Tree Code, specifically LOC Arts. 55.02 and 55.08, and making tree-related updates to the Community Development Code (CDC) in alignment with recommendations from the recently updated Urban & Community Forestry Plan (UCFP). The selected consultant must have expertise in tree regulations, urban forestry best management practices, and equitable community engagement and a minimum of five (5) years of experience in developing or amending tree regulations and urban forestry policies. The Consultant will lead the project to amend Articles 55.02 and 55.08 of the City’s Tree Code and the CDC.

RFP Amendments / Proposal Submittal

• Questions or comments regarding the RFP should be directed to: planning-rfp-bids@LakeOswego.city. Questions must be submitted in writing and received by Friday, March 28, 2025, by 4:00 PM.
• RFP Amendments: Any amendments to the RFP will be posted to the City’s Bid & RFP webpage not less than 7 days prior to the date for submission of proposals.  Persons/firms that are registered on the planholder’s list for this project will be sent an email notice of any RFP amendment. Persons/firms are responsible for checking the City’s Bid & RFP webpage for this project to verify that the proposer has received all RFP amendments prior to submission. No proposal will be considered if it is not responsive to any issued RFP amendments.
