The City of Lake Oswego invites your Accredited Laboratory to submit a proposal to provide professional laboratory services for Surface Water and Stormwater Water Quality Analyses for Compliance with NPDES MS4 Phase 1 Permit and the WPCF Class V Stormwater Permit.

The City of Lake Oswego is a co-permittee of the DEQ-issued Clackamas County NPDES MS4 Phase I permit (#101348 File 108016) and also holds a DEQ-issued WPCF Permit for Class V Stormwater Underground Injection Control Systems. The City is required to collect surface water and stormwater samples as a requirement of these permits and is interested in working with a certified laboratory (ORELAP and/or NELAP). The work includes project administration, surface water and stormwater sampling, on-call analyses from samples collected as a result of a spill or illicit discharge, and reports from the analyses.

Any amendments to this RFP will be in writing and will be issued to all persons or businesses that have registered to receive RFP amendments. The RFP holders list will be updated daily and available on the website.

All questions about the meaning or intent of the Request for Proposals Document shall be submitted through the bid site.
