Sealed Bids for Work Order #307, Rassekh Park Phase I Construction Project for the City of Lake Oswego, will be received by the City’s Project Manager Kyra Haggart at the Lake Oswego Parks Maintenance Building, 17601 Pilkington Rd, Lake Oswego, Oregon, 97034 until Bid Closing Time, 2:00 p.m. local time on Tuesday, June 6, 2023, and then will be publicly opened and read. Bids will not be accepted after the Bid Closing.

Bidders must submit a Bid security to the City along with their Bid in an amount equal to ten percent (10%) of their Bid.

Scope of Work: The work consists of developing Phase I of Rassekh Park related to clearing, grading, and excavation; erosion control; tree protection; construction of a new public access driveway, parking lot, restrooms, pathways, utilities, and landscaping; and public street improvements.

Project Substantial Completion shall be 144 244 days from Notice to Proceed and Project Final Completion shall be 251 151 days from Substantial Completion.

The Contract Documents may be reviewed, examined, and copies obtained at the Lake Oswego Parks and Recreation Front Desk, 505 G Avenue, Lake Oswego, Oregon, 97034 between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, except legal holidays. Copies of the Contract Documents may be obtained:

  • By mail request to Lake Oswego Parks and Recreation Office above or telephone request (phone: 503.675.2549), upon payment of non-refundable fee of $35.00, and additional $10.00 to cover postage and handling. 
  • At local Plan Centers; and
  • Online from the City Planholder’s website, by downloading the Contract Documents at www.ci.oswego.or.us/bids/.

To download the Contract Documents, and to receive all notifications, addenda, and view the Planholder’s list, a person or company must create an account and add its individual name or company to the Planholder’s list at www.ci.oswego.or.us/bids

All questions about the meaning or intent of the Bid Documents and requests for clarification or changes to the RFP shall be communicated on the City’s Bid Management System at www.ci.oswego.or.us/bids

The City will investigate and determine the qualifications of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points.

The Contract will be for a Public Works/Public Improvement project subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

Because the City’s estimate of contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:00 pm local time, on the date for receipt of Bids.

Clarifications to the Bidding Documents will be made by addenda only.  Oral statements may not be relied upon and will not be binding or legally effective.
